Charge sheet against six accused filed in court
Police adds sections of robbery, wrongful confinement, forgery in NRI kidnap case
Chandigarh, June 27
The UT police today filed a charge sheet in the NRI kidnapping-for-ransom case, that was registered on April 10. The charge sheet was filed against six accused and the police added sections of robbery, wrongful confinement, receiving stolen property and forgery in the charge sheet after completing investigations.
The charge sheet was been filed in court under Sections 364-A, 341, 342, 397, 411, 468, 471, 473 and 474 of the IPC.
Navneet Singh Chatha, a Canada-based NRI, was kidnapped for a ransom of Rs 1 crore on April 10. A team of the crime branch of the UT police had rescued him following an extensive operation at Darua village in Kurukshetra.
The NRI's brother in Canada had received a ransom call, demanding Rs 1 crore. The police laid a trap and arrested the six accused who kidnapped the NRI.
The kidnappers fired shots at the police and the police had to open fire. The charge sheet was filed against Pradeep Malik, Nitin, Sanjeev Kumar, alias Soni, Sukhdev, Anil Kumar and Ajit Singh. While Pradeep fired shots at the police, Soni was the owner of the farmhouse where the victim was confined.
Of the six accused, Anil Kumar had three cases of murder registered against him and was a proclaimed offender with the Haryana Police. As per the charge sheet, the police had recovered Rs 12.5 lakh, 300 Canadian dollars, the Honda Accord car of the victim, a Swift Desire car robbed from a person in Panchkula and two mobile phones.
An investigating officer said the NRI was robbed of his purse and belongings at gunpoint in confinement, following which the police added sections of robbery with attempt-to-murder under Section 397 of the IPC.
The Swift Desire car used in the crime was stolen from Panchkula and an FIR in this regard had been registered there. The police had recovered a fake registration certificate of the car and added sections of forgery in the charge sheet.

Arrest Capt. Amarinder in Power theft case:PPP

The Punjab Peoples Party (PPP) today demanded that the state government should register a case of power theft against former chief minister Captain Amarinder Singh and arrest him in this case. The chief spokesperson of the party Bir Devinder Singh said here in a release that if news published in the various newspapers regarding RTI information was correct suggested than it was very serious matter and a non- bailable offence. He said Capt Singh should live such life which was ane example for others as he remained Chief Minister of the state fro full five years and now he was a MLA. It was astonishing matter to note that the seals of power meters were allegedly broken and some meters were dead, he added.
He also lashed upon the officials of Powercom and questioned that why they have not sent bills on teh basis of load and average. It was very serious matter and a high level inquiry should be initiated by the powercom officials, he demanded.

Air India pilots go on hunger strike


New Delhi, June 24
The agitating Air India pilots sat on indefinite hunger strike today to put pressure on the authorities concerned to accept their demands for reinstalling their 101 sacked colleagues and recognition of the Indian Pilots Guild as a trade union. Eleven AI pilots, who are at loggerheads with AI management over the move to train pilots from the erstwhile Indian Airlines in the merged entity on Boeing-787 Dreamliner, began their hunger strike at Jantar Mantar this morning. The strike is being led by Captain Aditya Singh Dhillon.
The AI pilots have been protesting for the last 48 days to mount pressure on the Civil Aviation Ministry to accept their demands. “Instead of accepting our demands, the ministry has sacked the 101 agitating pilots,” said Dhillon.
“Keeping aside all other issues, we are just demanding that the government should reinstate the 101 sacked pilots and restore recognition of the IPG,” he said.
The strike, which has led Air India to curtail its international long-haul flight schedule, has been declared illegal by the government and the Delhi High Court. The ailing national carrier has been operating 38 out of 45 services for over a month now.
When the pilots had refused to go on duty, the Air India a few days back advertised for hiring new pilots for long-haul operations. The agitating pilots said that ministry never approached them for discussing the demands and work out the problem. The pilots said that the ministry was trying to impose on the striking pilots the Dharmadhikari panel report which, he alleged, was completely biased.
The Dharmadhikari report deals with pay parity between Air India and Indian Airlines.

SpiceJet to fly on Amritsar-Delhi route

Budget airline carrier SpiceJet is all set to start its flights from the Sri Guru Ramdas Ji International Airport on the Amritsar-Delhi route from next month. 
Already, the national carrier Air India and Jet Airways are flying 38 flights a week on this route. SpiceJet would fill the gap left by the exit of Kingfisher Airlines that had wound up its entire operations from Amritsar, with the withdrawal of its last Amritsar-Delhi flight on March 24.
Amritsar Airport Director Sunil Dutt said the Airports Authority of India (AAI) held a number of meetings with officials of the SpiceJet about the availability of this lucrative route.
Cash-strapped Kingfisher’s exit was a gain for the hapless Air India and Jet Airways as they recorded a rise of about 10 per cent in their occupancy.
SpiceJet supervisor Dhiraj Dua said though no date had been fixed, flights on the Amritsar-Delhi route would begin from next month. He said office space had been acquired at the Amritsar Airport.
At present, the national carrier is running two daily flights to Delhi besides four days a week Amritsar - Sharjah service with a halt in Delhi. Jet Airways is running two flights daily except Sunday.

Refugee health cuts protest cuts off Health Minister announcement


An announcement by Natural Resources Minister Joe Oliver was interrupted Friday by a doctor and a med student protesting the government's cuts to a refugee health program.
Oliver was at the Toronto General Hospital Friday morning to announce federal funding for medical isotopes research.
As he started his remarks, Dr. Chris Keefer, a family medicine doctor who works at the Brampton Civic Hospital, interrupted him to take issue with the Harper government's cuts to the interim federal health program, which pays for supplementary health benefits when refugees first arrive in Canada.
The program covers medical expenses such as dental care and prescriptions most Canadians must pay for themselves or get covered by supplementary insurance coverage. Immigration Minister Jason Kenney (as well as Oliver today, when challenged by Dr. Keefer) has defended the cuts as a way to level the playing field with the health care Canadians receive from their provinces and territories.
The government also believes cutting access to supplementary health care removes an incentive for failed refugee claimants to remain in Canada. It expects the cuts to save about $100 million over the next five years.
Keefer and Oliver exchanged strong words, and then when Keefer would not stop talking or back down, Oliver sat down.
The host of the event ended the announcement prematurely, but not before Faria Kamal, a first-year medical student from the University of Toronto, also stood to loudly denounced the cuts.
Eventually, Oliver and other officials left the room and started over again at another location with the isotopes announcement.
As he left, Oliver told the audience and reporters that the views Keefer and Kamal were expressing were false.
Keefer told reporters afterward that he believes inadequate health care for refugees will result in more of them turning up in hospital emergency rooms in more advanced states of medical distress, at potentially higher cost to the health care system.
Kamal, whose parents came from Bangladesh, said that she was there on behalf of the group Health for All, which includes medical professionals, students and activists from the immigrant community. The group organized Monday's national day of action to raise awareness of the cuts, and promises to disrupt more public events with Conservative cabinet ministers in the days to come.
The cuts to the interim federal health program are included in the omnibus budget legislation which is currently prioritized for passage in the Senate before the summer recess.

SAD-BJP win in Punjab civic polls comes with a rider

There is euphoria in the Shiromani Akali Dal (SAD) - Bhartiya Janata Party (BJP) alliance about the results of the municipal corporation elections that were declared yesterday. The alliance has swept the poll in the four largest cities of the state - Amritsar, Jalandhar, Ludhiana and Patiala.

But a close look at the number of seats that the alliance has won should be a sign of worry rather than jubilation. Barring Amritsar, the number of seats retained by the alliance has actually dipped.
Losing seats in three municipal corporations, barely four months after the alliance won the Assembly seats here, can at best be seen as early warning signs for the alliance.
Compared to the 2007 results, the share of the SAD-BJP seats has gone down. Coming at a time when the main Opposition Congress is fragmented and in disarray, the result shows that the people are beginning to get disillusioned with the delay in implementation of promises made before the Assembly elections.
The slight gain for the alliance in the Amritsar MC is perhaps because the Congress is the weakest in the Majha region. In Amritsar, the SAD seats have gone up marginally from 15 in 2007 to 24 now.
Similarly, the BJP has won 24 seats in this elections. It had 17 in the 2007 edition.
The alliance went in for the civic poll soon after the Assembly elections to take advantage of its preparedness. Though it has managed to retain its hold in all four cities, it needs to be cautious.
The reason for the decrease in the number of seats for the alliance could be its diversion from the citizen-centric announcements in the form of reforms it has announced prior to the Assembly poll.
In the four months since the alliance formed the government in Punjab for the historic second successive term, the work on reforms has slowed down. The police reforms remain on paper, the ‘suvidha kendras’ are non-functional at many places and the ‘fard kendras’ have also not delivered according to expectations. This perhaps has got reflected in the results.
The dip in the number of seats for the alliance could also be due to the shaking of the people’s confidence in the government due to events like honouring of Balwant Singh Rajoana, the assassin of former Chief Minister Beant Singh, with the title of living martyr. This coupled with the Blue Star Memorial in the Golden Temple complex also does not appear to have gone down well with the urban voters as these might be reminding them of the days of terrorism in the state.
Even a tussle for supremacy has begun between the SAD and BJP. In Amritsar, the BJP and the SAD have won 24 seats each, but now the state Election Commission has ordered a re-poll in ward 3.
Here Raj Kumar Jolly of the SAD is pitted against Surinder Chaudhary of the Congress. If after the re-poll the SAD candidate wins, the party will have one more seat than the BJP. It then could stake a claim for the Mayor’s position which was earlier with the BJP.
Party sources in the BJP said that the EC has ordered the re-poll on a very flimsy ground that someone, sitting outside the polling booth, was trying to hack the EVMs with a laptop — something which is not only improbable, but highly questionable as the ground for a re-poll. The BJP claimed that it has performed better than the SAD as it has managed to hold its ground in Jalandhar and Patiala, improved in Amritsar and suffered a marginal setback in Ludhiana.
Meanwhile, other smaller parties like the PPP, BSP and CPI have managed to mark a token presence by winning one seat each. In Ludhiana, SAD had won 33 seats in 2007 which is down to 29 this time. The SAD’s candidate for the Mayor’s position has lost. Even the seats for the BJP have come down from 17 to 13. In Patiala, the SAD has lost three seats. Now, it has 32 victories as compared to 35 last time. The BJP has just managed to retain its seven seats.
In Jalandhar too, both the SAD and BJP have seen a drop in seats. SAD is down from 12 to 11 and the BJP from 21 to 19. The Congress too has lost in terms of the number of seats, but the Congress was not expected to dominate these polls.

Ex-Indian Army officer kills family, self in US

A former Indian Army officer, Major Avtar Singh, who was wanted in India for the murder of a prominent Kashmiri lawyer, has killed himself along with his wife and two children in his California home.
Singh (47) had fled to the United States after he was accused of killing Jaleel Andrabi, a Kashmiri lawyer and activist associated with the Jammu Kashmir Liberation Front (JKLF), whose body was found floating in the Jhelum River in March 1996.
Andrabi, 42, was allegedly detained by a unit of Rashtriya Rifles led by Major Singh and his body was found a day later.
Authorities in Selma, California, believe Singh shot his family and then took his own life. Singh was found dead in the living room with an apparent gunshot wound to his head, officials said.
Singh called Selma police around 6:15 am yesterday and told them that he had killed members of his family and was going to kill himself, frenscobee.com quoted the Fresno County Sheriff's Office as saying.
A woman, believed to be Singh's wife, and a three-year-old boy were found in the home's master bedroom dead of gunshot wounds to the head, officials said.
The body of a 15-year-old boy was discovered in another bedroom, also with a gunshot wound to the head.
Selma police called the Fresno County Sheriff's Office to assist because they were aware that Singh had military experience in India, the report said.
Outside Singh's home, officers and deputies tried to contact him verbally and by telephone, but he did not respond.

As the news about the suicide by former Major Avtar Singh, the main accused in the 1996 killing of Kashmiri lawyer Jaleel Andrabi, broke this morning, the Andrabi family in uptown Srinagar rued that had New Delhi got the former Army officer extradited to India, three lives could have been saved.

“Avtar Singh’s family would have been alive if the government had conducted the trial and got him extradited from the US,” Jaleel’s elder brother Arshad Andrabi said.
Arshad said the J&K police, New Delhi, the US Government and the Interpol failed to bring justice to them. “It is also the failure of justice at all levels,” Arshad said.
Avtar Singh reportedly killed his wife and two of their children in their California home before committing suicide today. Avtar Singh, as per reports, had called the Selma police in California about the death of three family members before ending his life.
“Had Avtar Singh, against whom there was an Interpol red-corner notice, faced trial, other details about the murder of my brother would have also come to the fore.
He could not have killed my brother all alone. There must have been other persons who must have been instrumental in the killing of the noted lawyer,” Arshad said, adding that five FIRs were registered against Avtar Singh.
The 36-year-old lawyer and human rights activist, Jaleel Andrabi, was arrested by an Army team, led by a Major, on March 8, 1996, when he was driving home along with his wife. Some 20 days later, Andrabi’s decomposed, trussed-up body was recovered from the Jhelum.
The report of a special investigation team set up by the J&K High Court in June 1996 identified “an Army Major of 103 Territorial Army posted at Rawalpora as prima facie responsible for the death”.
On the orders of the High Court, a murder case was registered against Major Avtar Singh and others. Singh later fled to the US after he was accused of murder.
Chief Judicial Magistrate (CJM), Srinagar, Mohammed Ibrahim Wani on February 6, 2010, issued an Interpol red-corner notice against Major Avtar Singh.
The court had also directed the J&K Government and the Ministry of External Affairs to vigorously pursue the extradition of Major Avtar Singh. The case is now pending for trial before the court of the CJM, Srinagar, for over a decade.
Singh was arrested by the California police in February this year following a complaint by his wife in connection with a domestic dispute.
A noted human rights activist, Khuram Parvaiz, said the “impunity granted by the Indian state facilitated the murder of three more persons by Avtar Singh”.
“His suicide and the murder of his family members is no justice for Kashmiris. Justice is still awaited...,” he said.

Akali Dal-BJP sweep Punjab civic polls

CHANDIGARH: The ruling Shiromani Akali Dal-Bharatiya Janata Party ( BJP) alliance made a clean sweep in the municipal election in Punjab Sunday winning four municipal corporations, three municipal councils and 26 nagar panchayats, an official said. 

Stray incidents of violence, including a firing incident in Ludhiana city, and clashes between Akali Dal and Congress workers were reported at some places. Tension prevailed in Patiala city, 80 km from here, as Congress and Akali Dal workers clashed. 

One person was critically injured in a firing incident on the outskirts of Ludhiana city. 

Results of the election, polling for which was held Sunday 8 am-4 pm, were declared late in the evening. 

Akali Dal secretary Daljit Singh Cheema said that the Akali DAl-BJP combine had swept the municipal elections in the state. 

He said that the alliance was the winner in the four municipal corporations, three municipal councils and 26 nagar panchayats' elections. He said that the alliance had a comfortable majority in all civic bodies. 

The results again showed the domination of the alliance, which had won the January assembly polls, and the decimation of the Congress in Punjab's electoral politics. 

Punjab Congress president Amarinder Singh said that the elections were "a murder of democracy". 

He said that the Akalis wanted to win at any cost and resorted to foul means like booth capturing, intimidation and brutal abuse of state power during the elections. 

Amarinder Singh and some other Congress leaders were manhandled Sunday in Patiala. 

The Congress faced embarrassment in Amarinder's home town Patiala as the ruling alliance won 39 out of the 49 seats for which results were declared. The Congress won only eight seats. 

In Jalandhar, the alliance bagged the majority winning 30 seats out of the 59 results declared, Cheema said. 

In Amritsar, the combine won 48 out of the 65 seats. 

In Ludhiana, they won 42 seats out of the 70 results declared in the 75-member house. 

Cheema said that the results had shown that the voters had accepted the development agenda of the Akali Dal-BJP alliance and rejected the negative agenda of the Congress. 

Amarinder Singh criticised the role of police and the local administration in the municipal elections. 

"It is the saddest day in the history of Punjab when the Akali-BJP alliance let loose a reign of terror in a city like Patiala and did not allow people to cast their votes," Amarinder Singh said.

Dr. Cheema said that in elections to three municipal councils SAD-BJP alliance had already won Dharmkot elections unopposed and in Nagar Panchat elections Makhu and Mallanwala had also been won unopposed. (Detailed Chart of elections has been enclosed) 

The SAD Spokesman further said that the results in today's civic elections has once again proved that people have voted for the pro-development agenda of the SAD-BJP alliance. The second consecutive victory in the elections in the state has confirmed the faith of the people in programmes and policies of the SAD-BJP alliance. He said that the SAD-BJP goverment has done unprecedented development in the urban areas of the state and people of the state want development to continue and this mandate is for all round development of urban areas.
"The people of the state have totally rejected the negative agenda of the Congress party" added Dr. Cheema.

Queen Elizabeth II's Diamond Jubilee celebrations draw to close

LONDON, June 5, 2012  — The curtain fell Tuesday on a four-day extravaganza marking Queen Elizabeth II’s 60 years on the throne, culminating with deafening applause from the hundreds of thousands who gathered outside Buckingham Palace to catch a glimpse of the monarch on her world-famous balcony.
Britons tend to reserve displays of gushing patriotism for high-profile royal or sporting events, and at times during the jubilee festivities the landscape here almost morphed into a sea of Union Jack flags.

Millions of people braved rainy conditions (another great British tradition) to take in the largest pageant on the Thames in 350 years, street parties across the country, and a star-studded concert featuring the likes of Paul McCartney and Elton John.
But the mood was notably dampened when Prince Philip, the queen’s husband, was hospitalized Monday for a bladder infection.
The day before, the 90-year-old royal consort stood for four hours on an open-topped boat in blustery conditions, prompting commentators to ask whether the journey was too taxing for the former naval officer, who spent Christmas in the hospital recovering from a heart operation.
The indefatigable queen pressed on with events. With her husband hospitalized, she was accompanied Tuesday by Prince Charles and his wife, Camilla, in a horse-drawn carriage procession through central London. The Duke and Duchess of Cambridge, and Prince Harry, traveled close behind in a second carriage.
In a rare address to the nation, broadcast Tuesday evening, the 86-year-old monarch, who is as popular as she has ever been, said the outpouring of public support had “touched me deeply.”
In one of the most moving tributes to the queen, Charles, the heir to the throne, addressed her as “Your Majesty, Mummy,” before a crowd of about 500,000 revelers at the pop concert Monday night. “This is our opportunity to thank you and my father for always being there for us,” he said, “for inspiring us with your selfless duty and service and for making us proud to be British.”
Referring to his father, Charles told the crowd: “If we shout loud enough, he might just hear us in hospital.” The crowd roared: “Philip! Philip! Philip!”
While the queen is celebrating her Diamond Jubilee throughout the year, the past four days were billed as the main event. It included the lighting of 4,200 beacons across the globe from Kenya to Canada and on the highest peaks in England, Scotland, Wales and Northern Ireland. Some have criticized the glitzy celebrations at a time when Britain is in the throes of a recession, but many have welcomed them as a short reprieve from the gloomy headlines.
“It’s magical,” said Lynn Carr, 45, with her head cranked skyward as planes from the Royal Air Force roared over Buckingham Palace on Tuesday streaming red, white and blue trails of smoke.
“I think it’s good for the people,” said Carr, a local government official. “They need this.”
The queen is famously inscrutable, but during the wall-to-wall coverage here, royal watchers could spot her radiant smile on several occasions. She beamed, for instance, during Sunday’s river pageant upon spotting a horse puppet from the hit play “War Horse” rearing in tribute on the roof of the National Theatre.
“I think what we have seen, frankly, is the best of Britain,” Prime Minister David Cameron told the BBC on Tuesday. He added that there has been “a great resilience, people wanting to celebrate even though the weather has been pretty bad, and an extraordinary resilience on behalf of Her Majesty, who, in spite of all the problems and difficulties, has kept going with such incredible spirit.”

India celeberates World Environment Day



Environmentalists favour CFLs

On the World Environment Day today, environmentalists were vocal on the use of compact fluorescent lamps (CFLs) to save energy for the future generation.

Dr Satnam Singh of the Punjab State Council for Science and Technology accepted that the government had not made any arrangements for the disposal of CFLs. 


He said this while interacting with mediapersons at the PGI. He said besides promoting the use of CFLs, state governments should make fool-proof arrangements for disposal.
He said the states should come up with a policy so that energy savers could not turn into environmental threats.
He said hundreds of discarded CFLs were lying unattended at garbage dumps, releasing poisonous material into the environment.
CFL bulbs and tubes contained mercury, which was highly toxic and could cause serious health problems like damage to the nervous system, kidneys and liver, he said.
The Panjab University dean, Dr AS Ahluwalia, said the public was not unaware about the health hazards from CFLs.
In the absence of a proper CFL-disposal policy, public dumped those in domestic bins. He said the UT Administration had implemented the e-waste policy, but there were no clear directions on CFL disposal.
He said paver blocks adversely affected the green cover and the seepage of water into the ground, resulting in the lowering of underground water level.
He said it had been scientifically proved that such concrete structures spoilt the eco-system of the soil and the heat around plantation affected it.
Other experts stressed the installation of rainwater harvesting in buildings to improve groundwater level.

Dal Khalsa releases ‘Directory of Martyrs’



Amritsar: Radical Sikh outfit Dal Khalsa has come out with the third edition of the “Directory of Martyrs” featuring those who “laid down their lives defending the Akal Takht” during Operation Bluestar in June, 1984.
The directory, which includes the profiles of 220 “martyrs”, was released in the presence of their family members on the eve of the 28th anniversary of the military operation. Damdami Taksal chief Baba Harnam Singh Khalsa and representatives of various radical groups presented copies of the “directory” to Ishar Singh and Tarlochan Singh, sons of Jarnail Singh Bhindranwale and Bhai Amrik Singh, respectively.

Manpneet Kaur is crowned Miss Australia Punjaban 2012


Melbourne - Manpuneet Kaur Grewal a first year Accounting student at Melbourne's Deakin University, was crowned ‘Miss Australia Punjaban 2012’ at a well attended and appreciated event held here.  She has secured a place to compete with other contestants who will be representing other parts of the world and vying for the title of ‘Miss World Punjaban 2012’.

The main event is due to be held at Ludhiana in Punjab in November 2012.


Australian born Manpuneet Kaur, a 9’9” ‘Punjaban Mutiyar’ who resides in Melbourne and is studying commerce at Deccan University, impressed the judges with her beauty, knowledge and talent to bag the prestigious title.


Parminderjit Waraich from Brisbane finished Ist runner-up while Gagandeep Kaur from Melbourne was declared 2nd Runner-up.  


Ten beautiful Punjabans hailing from Melbourne, Brisbane and Sydney took part in the show organized by Sabhayachark Sath Punjab in association with South Pacific Institute.


The different rounds showcasing talent of the contestants were of immense interest to the audience. The contestants danced to the tune of Punjabi folk songs, displayed special talents and had a question-answer round where they were asked questions related to Punjabi Heritage.


Jagpreet bagged award for Best folk Dance, Ramandeep Kaur bagged award for being declared ‘Gunwanti Panjaban, Baljit Kaur was declared ‘Sughar-Syani Punjaban’ and Rajdip Kaur was conferred with ‘Gidhian di Rani’ sub-title. Amrit Kaur, Navjot and Semris were given special prizes.

Renowned Literary Personality Dr.Satish Verma who had specially flown from India, SBS Radio Anchor Manpreet Kaur and known Bhangra Expert Varinder Saran, were the judges at the event.


Gurvinder Singh Nagra welcomed the guests and audience while Harleen Sohana and Dr. Preetinder Grewal were the anchors for the show.


Teams of ‘Folk Art’, ‘Bhangra Rockers’, ‘Bhangra Federation’ regaled the audience with their performances. Parddeep Kaur, Poonam and their team members also presented Punjabi dance items. Charnamit Singh made the audience laugh with his comedy items.


Punjabi woman Roopak Kaur Sodhi who is the first Punjaban to be recruited in Victoria Police and ‘Singh Sabha Bhangra Group’ – contestants of ‘Australia has got Talent’ were specially honoured for their contribution towards the community.  They were awarded by Harbhajan Singh Khaira and Kanwalpreet Singh Sandhu.

Ranbir fake encounter:11 Dehradun cops surrender, sent to jail

Dehradun - Eleven of the 18 Uttarakhand Police personnel, accused in the 2009 fake encounter case of MBA student Ranbir Singh in Dehradun, on Tuesday surrendered before a Delhi court which sent them to jail.
The accused policemen surrendered before Special CBI Judge V K Maheshwari in pursuance of the non-bailable warrants issued against them in May this year.
“They be taken in custody and sent to judicial custody,” the court said.
The accused cops who surrendered today include the then constables Satbir Singh, Sunil Saini, Chander Pal, Saurabh Nautiyal, Nagendra Nath, Vikas Chandra Baluni, Sanjay Rawat, Mohan Singh Rana, Inder Bhan Singh and Manoj Kumar and Head operator at city control room Jaspal Singh Gosain.
The constables are among the 18 policemen chargesheeted by the CBI in connection with Ranbir Singh encounter case that rocked the hill state in July 2009.
The other accused in the case are presently lodged in Tihar Jail. They include then inspector Santosh Jaiswal, sub-inspectors Gopal Dutt Bhatt, Rajesh Bisht, Neeraj Kumar, Nitin Chauhan and Chandra Mohan and constable Ajeet Singh.
They were arrested in wake of evidence that 22-year-old Singh, an MBA student from Ghaziabad, was allegedly gunned down by Uttarakhand Police after being caught at Mohini Road where he and his companions were allegedly trying to commit some crime on July 3, 2009.
The court fixed July 4, the next date of hearing and also allowed the plea of these 11 accused that they be kept together in jail as they are police personnel and apprehend fear from other inmates.
The case was transferred to Delhi by the Supreme Court on the plea of Ranbir's father Ravindra Singh.
The court had issued NBWs against them to ensure their presence before it.
Ranbir's father had alleged that his son had gone to Dehradun in search of a job where he was arrested by the police on July 3, 2009 on pretext of being involved in some robbery.
He had alleged that on the same day, 29 bullets were pumped into his body and the incident was passed off as an encounter.
All the 18 policemen have been charged for various offences such as murder, kidnapping, criminal conspiracy, destruction of evidence and public servant framing incorrect record.
