 ਉਹ ਯੂਏਈ ਦੀਆਂ ਜੇਲਾਂ ਵਿੱਚ ਬੰਦ ਮੌਤ ਦੀ ਸਜਾ ਪਾਉਣ ਵਾਲੇ 54 ਦੋਸ਼ੀਆਂ ਨੂੰ ਬਚਾ ਚੁੱਕੇ ਹਨ । 

ਹੁਣ ਉਹ 30 ਹੋਰ ਕੈਦੀਆਂ ਨੂੰ ਜੇਲਾਂ ਵਿੱਚੋਂ ਕੱਢਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹ ਹਨ । 

ਉਹ 17 ਭਾਰਤੀ ਕੈਦੀਆਂ ਨੂੰ ਜੇਲ੍ਹ ਵਿੱਚੋਂ ਛਡਾਉਣ ਲਈ ਹੁਣ ਤੱਕ 3 . 4 ਮਿਲਿਅਨ ਦਿਰਹਮ ( 5. 7 

ਕਰੋਡ਼ ਰੁਪਏ ) ਦੀ ਬਲਡ ਮਨੀ ਦੇ ਚੁੱਕੇ ਹਨ|। ਬਲਡ ਮਨੀ  ਸ਼ਬਦ ਦਾ ਮਤਲੱਬ ਹੈ

ਪਰਵਾਰ ਉੱਤੇ ਕੀ ਗੁਜ਼ਰ ਰਹੀ ਹੋਵੇਗੀ । ਉਸਦੇ ਘਰ ਦਾ ਮਾਹੌਲ ਕਿੰਨਾ ਤਣਾਅ ਭੱਰਿਆ ਹੋਵੇਗਾ ।

 ਆਫ ਕੰਪਨੀਜ ਹੈ । ਇੱਥੇ ਨਹੀਂ , ਉਹ ਹੁਣ ਦੁਨੀਆ ਦੀ ਸਭਤੋਂ ਉੱਚੀ ਇਮਾਰਤ ਬੁਰਜ ਖਲੀਫਾ ਵਿੱਚ

ਹਨ , ਯੂਏਈ ਵਿੱਚ 17ਭਾਰਤੀ ਕੈਦੀ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਸਨ । ਮੈਂ ਉਨ੍ਹਾਂ ਨੂੰ ਮਾਂ - ਬਾਪ ਨਾਲ ਮਿਲਾਉਣ 

ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ । ਓਬੇਰਾਏ ਦੇ ਕੋਲ ਇੱਕ ਲੰਮੀ ਕਾਂਟੇਕਟ ਲਿਸਟ ਹੈ । ਇਸਦੀ ਮਦਦ ਨਾਲ ਉਹ 

ਸਾਰੇ ਛੁੱਟੇ ਹੋਏ ਕੈਦੀਆਂ ਨਾਲ ਲਗਾਤਾਰ ਸੰਪਰਕ ਵਿੱਚ ਰਹਿੰਦੇ ਹਨ । ਜੇਕਰ ਉਨ੍ਹਾਂ ਦੇ ਕੋਲ ਸਮਾਂ

EDMONTON:  B.S.Ghuman NRI Sabha International Canada chief expressed profund grief and sorrow over the news of Panama boat sinking.

Though the boat capsized on January 10, the information reached family members of two of the victims after 3-4 days.

Families claimed that the men had paid Rs. 10-25 lakh each to travel agents to seek immigration to the US.

Kapurthala Police has registered a case under Sections 420 (cheating) and 406 (punishment for criminal breach of trust) of the Indian Penal Code (IPC) and various sections of the Immigration Act against the travel agents.

Meanhwile, He urged today Punjab government, Prime Minister Narendra Modi and External Affairs Minister to to intervene in the matter to bring justice to the victims and expose the human-trafficking racket besides ascertaining the whereabouts of the youths, he added.

ਵਾਸ਼ਿੰਗਟਨ, 24 ਫਰਵਰੀ - ਅਮਰੀਕਾ ਨੇ ਅੱਜ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ ਉਹ 26 ਮਈ ਤੋਂ ਐਚ-1 ਬੀ ਵੀਜਾ ਧਾਰਕ ਜੋੜਿਆਂ ਨੂੰ ਵਰਕ ਪਰਮਿਟ ਦੇਵੇਗਾ। ਇਸ ਫੈਸਲੇ ਨਾਲ ਅਮਰੀਕਾ ਗਏ ਹਜਾਰਾਂ ਉਨ੍ਹਾਂ ਭਾਰਤੀ ਹੁਨਰਮੰਦ ਕਾਮਿਆਂ ਦੇ ਪਤੀ/ਪਤਨੀ ਨੂੰ ਫਾਇਦਾ ਹੋਵੇਗਾ ਜਿਨ੍ਹਾਂ ਨੂੰ ਹਾਲੇ ਉਥੇ ਕੰਮ ਕਰਨ ਦੀ ਇਜ਼ਾਜਤ ਨਹੀਂ ਮਿਲੀ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਮੌਜੂਦਾ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਐਚ-1 ਬੀ ਵੀਜ਼ਾ ਧਾਰਕਾਂ ਦੇ ਪਤੀ/ਪਤਨੀ ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ ਵੱਡੀ ਗਿਣਤੀ ਵਿਚ ਭਾਰਤੀ ਵੀ ਹਨ ਨੂੰ ਕੰਮ ਕਰਨ ਦੀ ਇਜ਼ਾਜਤ ਨਹੀਂ ਹੈ। ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਅਮਰੀਕਾ ਦੀ ਸਿਟੀਜ਼ਨਸ਼ਿਪ ਅਤੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਸਰਵਿਸ (ਯੂ. ਐਸ. ਸੀ. ਆਈ. ਐਸ.) ਐਚ-1 ਬੀ (ਸਪਾਊਸ) ਲਈ 26 ਮਈ 2015 ਤੋਂ ਵਰਕ ਪਰਮਿਟ ਲਈ ਅਰਜੀਆਂ ਲੈਣੀਆਂ ਸ਼ੁਰੂ ਕਰੇਗੀ। ਯੂ. ਐਸ. ਸੀ. ਆਈ. ਐਸ. ਵੱਲੋਂ 'ਫਾਰਮ ਆਈ-765 ਅਤੇ ਐਚ-4 ਨੂੰ ਪ੍ਰਵਾਨ ਕਰਨ ਤੋਂ ਬਾਅਦ ਬਿਨੈਕਾਰ ਸਪਾਊਸ ਨੂੰ ਵਰਕ ਪਰਮਿਟ ਕਾਰਡ ਦਿੱਤਾ ਜਾਵੇਗਾ, ਜਿਸ ਪਿਛੋਂ ਉਹ ਅਮਰੀਕਾ ਵਿਚ ਕੰਮ ਕਰ ਸਕੇਗਾ। ਭਾਤਰੀ ਮੂਲ ਦੀ ਅਮਰੀਕੀਆਂ ਨੇ ਅਮਰੀਕੀ ਸਰਕਾਰ ਦੇ ਇਸ ਫੈਸਲੇ ਦਾ ਸਵਾਗਤ ਕੀਤਾ ਹੈ।

Notice – Changes to strengthen employer accountability under the International Mobility Program

Employer compliance system and fee

Starting February 21, 2015, employers hiring foreign nationals who are exempt from the Labour Market Impact Assessment (LMIA) process will be required to submit information about their business or organization, the Offer of Employment form, and pay a fee to Citizenship and Immigration Canada.

As of that date, a foreign national who is exempt from the LMIA process will not be able to get an employer-specific work permit if their employer has not submitted the required information and paid the fee before the work permit application is submitted.

The employer compliance fee has been set at $230 and must be paid online. The fees collected will offset the cost of introducing robust employer compliance activities featuring inspections of thousands of employers.

When an inspection finds that an employer is non-compliant, the employer could face an administrative monetary penalty, a ban from hiring foreign workers and, in serious cases, a criminal investigation and prosecution. The adoption of this system will mean that all employers, whether they are hiring LMIA-exempt foreign nationals or temporary foreign workers through the LMIA process that has determined that there are no Canadians available for the job, will face the same level of scrutiny in their hiring and treatment of foreign workers.

The employer compliance fee does not apply to employers hiring foreign nationals who have open work permits. Open work permits allow the holder to work for any Canadian employer.

New fee for open work permit applicants

A fee of $100 will be collected, also starting February 21, 2015, from open work permit applicants. This fee will be paid at the same time as the work permit processing fee and can be paid online. The fees collected will offset the cost of new initiatives to improve data collection on the role of open work permit holders in the Canadian labour market, as well as increased promotional activities to encourage open work permit holders to apply for permanent residence.

International Mobility Program streams that feature open work permits rather than employer-specific work permits include the working holiday portion of International Experience Canada, the Post-Graduation Work Permit Program, spouses/common-law partners of highly-skilled foreign workers and international students, and certain foreign nationals who are already in Canada waiting for the finalization of their applications for permanent residence.

Ease norms for MBBS seats, demand NRIs

Edmonton - After denied admission in the MBBS course in Punjab, many NRI students have approached the Medical Education and Research Department, seeking abolition of new rules under the All-India Pre-Medical Entrance Test (AIPMET) on July 6.
Earlier, all NRI quota seats in medical colleges of Punjab were filled on the basis of marks obtained by the candidates in exams equivalent to Class XII of the PSEB or CBSE. Under the new rules, it is mandatory for every candidate to appear in the AIPMET and get a minimum 50 per cent marks to be eligible for MBBS and BDS courses.
The seven state medical colleges have 72 NRI quota seats, but the Baba Farid University of Health Sciences (BFUHS) could find only two eligible candidates.
A number of other applications were rejected as the candidates had scored less than 50 per cent marks in AIPMET. Several others did not even appear in the AIPMET.
In their representation to Minister, Medical Education and Research Department, Punjab, the NRI students said they had passed their qualifying examination (equivalent to Class XII) from the US, Australia, Canada, New Zealand and other countries. They maintained that they had different curriculum than the one taught in India, so they had no exposure to the Indian examination system.
Dyal Sharma, father of Akanksha Sharma, an NRI student, said: "Since the academic period in India and in several foreign countries is different, it is not practical for NRI students to travel to India and appear in the AIPMET."

NRI Sabha, Canada urged Punjab Govt. that these conditions must be relaxed else all NRI seats will remain vacant in the state, the students said in their representation.

ਮੋਹਾਲੀ - ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਪ੍ਰਗਤੀਸ਼ੀਲ ਪੰਜਾਬ ਨਿਵੇਸ਼ਕ ਸੰਮੇਲਨ ਦੌਰਾਨ ਦੇਸ਼-ਵਿਦੇਸ਼ ਦੀਆਂ 117 ਕੰਪਨੀਆਂ ਵਲੋਂ 65 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦਾ ਨਿਵੇਸ਼ ਕਰਨ ਲਈ ਪ੍ਰਗਟਾਈ ਗਈ ਵਚਨਬੱਧਤਾ 'ਤੇ ਖੁਸ਼ੀ ਜ਼ਾਹਿਰ ਕਰਦੇ ਹੋਏ ਕਿਹਾ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਸਮਝੌਤਿਆਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਕਿਸੇ ਤਰ੍ਹਾਂ ਦੀ ਕੋਈ ਕਸਰ ਬਾਕੀ ਨਹੀਂ ਛੱਡੀ ਜਾਵੇਗੀ। ਸਰਕਾਰ ਇਹ ਯਤਨ ਕਰ ਰਹੀ ਹੈ ਕਿ ਪੰਜਾਬ ਦੇਸ਼ ਦਾ ਹੀ ਨਹੀਂ, ਸਗੋਂ ਵਿਸ਼ਵ ਦਾ ਨੰਬਰ 1 ਰਾਜ ਬਣ ਕੇ ਸਾਹਮਣੇ ਆਵੇ। 

ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪੰਜਾਬ ਦੇ ਪ੍ਰਸਿੱਧ ਦੌੜਾਕ ਮਿਲਖਾ ਸਿੰਘ 'ਤੇ ਬਣੀ ਫਿਲਮ 'ਭਾਗ ਮਿਲਖਾ ਭਾਗ' 'ਤੇ ਆਧਾਰਿਤ ਇਕ ਨਵਾਂ ਨਾਅਰਾ 'ਭਾਗ ਪੰਜਾਬ ਭਾਗ' ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬੀ ਊਰਜਾ ਨਾਲ ਭਰੇ ਹੋਏ ਹਨ ਅਤੇ ਇਹ ਕੁਝ ਵੀ ਕਰ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੂੰ ਵੀ ਇਕ ਨਾਅਰਾ ਦਿੱਤਾ ਹੈ ਅਤੇ ਕਿਹਾ 'ਕੈਰੀ ਆਨ ਜੱਟਾ' ਅਤੇ ਅਗਲੇ 5 ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਪੰਜਾਬ ਨੂੰ ਵਿਸ਼ਵ ਦਾ ਨੰਬਰ 1 ਰਾਜ ਬਣਾ ਦਿੱਤਾ ਜਾਵੇਗਾ। 

ਫਾਈਲ ਸਿਸਟਮ ਨੂੰ ਬੰਦ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ : ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਫਾਈਲ ਸਿਸਟਮ ਨੂੰ ਸਭ ਤੋਂ ਗੰਦਾ ਸਿਸਟਮ ਦੱਸਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਇਸ ਨੂੰ ਜਿੰਨੀ ਜਲਦੀ ਹੋ ਸਕੇ ਦੇਸ਼ ਭਰ ਵਿਚ ਬੰਦ ਕਰ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇਸ ਨੂੰ ਬੰਦ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿਉਂਕਿ ਇਸ ਨਾਲ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਵਧਾਵਾ ਮਿਲਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦੇਸ਼ ਨੂੰ ਵੀ ਇਸ ਸਿਸਟਮ ਨੂੰ ਪੰਜਾਬ ਦੀ ਨਕਲ ਕਰਦੇ ਹੋਏ ਬੰਦ ਕਰ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ।

ਨਵੀਂ ਦਿੱਲੀ, 1 ਨਵੰਬਰ - ਪੰਜਾਬੀ ਮੂਲ ਦੀ ਸਾਬਕਾ ਕੈਨੇਡੀਅਨ ਸੰਸਦ ਮੈਂਬਰ ਰੂਬੀ ਢਾਲਾ ਨੇ ਪੰਜਾਬ 'ਚ ਧੋਖੇ ਨਾਲ ਕਰਵਾਏ ਗਏ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੋਈਆਂ ਲੜਕੀਆਂ ਦੀ ਮਦਦ ਲਈ ਇਕ ਮੁਹਿੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ ਹੈ। ਇਸ ਮੁਹਿੰਮ ਨੂੰ ਇਕ ਸੰਸਥਾ 'ਡਰੀਮਜ਼ ਆਫ ਯੂ' ਵਲੋਂ ਚਲਾਇਆ ਜਾਵੇਗਾ, ਜਿਸ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਅਜਿਹੇ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੋਈਆਂ ਲੜਕੀਆਂ ਦੀ ਮਦਦ ਕਰਨਾ ਅਤੇ ਔਰਤਾਂ ਨੂੰ ਇਸ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨਾ ਹੋਵੇਗਾ। ਢਾਲਾ, ਜੋ ਕਿ ਕੈਨੇਡਾ 'ਚ ਪਹਿਲੀ ਸਿੱਖ ਮੂਲ ਦੀ ਸੰਸਦ ਮੈਂਬਰ ਸੀ, ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਨੂੰ ਆਪਣੇ ਭਾਰਤੀ ਦੌਰੇ ਦੌਰਾਨ ਇਸ ਤਰਾਂ ਦੀਆਂ ਕਈ ਔਰਤਾਂ ਮਿਲੀਆਂ, ਜੋ ਇਸ ਤਰਾਂ ਦੇ ਝੂਠੇ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਬਣੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਦੋਂ ਮੈ 2009 'ਚ ਪੰਜਾਬ ਆਈ ਤਾਂ ਮੈ ਇਸ ਤਰਾਂ ਦੀਆਂ ਔਰਤਾਂ ਨੂੰ ਮਿਲਣ ਲਈ ਇਕ ਸਮਾਗਮ ਕਰਵਾਉਣ ਨੂੰ ਕਿਹਾ, ਅਤੇ ਮੈ ਸੋਚਿਆ ਕਿ ਸਿਰਫ 15 ਜਾ 20 ਔਰਤਾਂ ਹੀ ਸਮਾਗਮ 'ਚ ਆਉਣਗੀਆਂ, ਪ੍ਰੰਤੂ ਮੈ ਇਹ ਵੇਖ ਕੇ ਹੈਰਾਨ ਰਹਿ ਗਈ ਕਿ ਹਾਲ 'ਚ ਵੀ ਹਜ਼ਾਰਾਂ ਦੀ ਗਿਣਤੀ 'ਚ ਔਰਤਾਂ ਬੈਠੀਆਂ ਸਨ ਅਤੇ ਸੈਂਕੜੇ ਔਰਤਾਂ ਦੀ ਬਾਹਰ ਲਾਈਨ ਲੱਗੀ ਹੋਈ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਸ ਦਿਨ ਤੋਂ ਹੀ ਮੈ ਇਹ ਫੈਸਲਾ ਕੀਤਾ ਸੀ ਕਿ ਮੈ ਇਨ੍ਹਾਂ ਔਰਤਾਂ ਦੀ ਮਦਦ ਕਰਾਂਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਕਤ ਔਰਤਾਂ ਦਾ ਜੀਵਨ ਜੀਊਣਾ ਬਹੁਤ ਔਖਾ ਹੈ, ਨਾ ਉਹ ਇਧਰ ਦੀਆਂ ਰਹਿੰਦੀਆਂ ਹਨ ਤੇ ਨਾ ਉਹ ਉਧਰ ਦੀਆਂ, ਅਤੇ ਅਜਿਹੀਆਂ ਔਰਤਾਂ ਲਈ ਆਪਣੇ ਸਹੁਰਿਆਂ ਅਤੇ ਮਾਪਿਆਂ ਦੇ ਨਾਲ ਰਹਿਣਾ ਔਖਾ ਹੁੰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸੰਸਥਾ ਵਲੋਂ ਵਿਆਹ ਦੇ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਲਈ ਜਾਗਰੂਕਤਾ ਫੈਲਾਉਣਾ, ਐਨ. ਆਰ. ਆਈ. ਵਿੰਗ ਦੀ ਸਥਾਪਨਾ ਅਤੇ ਅਜਿਹੇ ਮਾਮਲੇ 'ਚ ਫਸੀਆਂ ਔਰਤਾਂ ਨੂੰ ਹਰ ਤਰਾਂ ਦੀ ਕਾਨੂੰਨੀ ਮਦਦ ਮੁਹੱਈਆ ਕਰਵਾਈ ਜਾਵੇਗੀ। ਢਾਲਾ ਨੇ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਇਸ ਮੁਹਿੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਪੰਜਾਬ 'ਚ ਪਹਿਲਾਂ ਹੋ ਚੁੱਕੀ ਹੈ, ਪ੍ਰੰਤੂ ਉਹ ਇਸ ਮੁਹਿੰਮ ਨੂੰ ਸਾਰੇ ਭਾਰਤ 'ਚ ਲੈ ਕੇ ਜਾਣਾ ਚਾਹੁੰਦੀ ਹੈ। ਇਸ ਮੌਕੇ ਗਾਇਕ ਹਨੀ ਸਿੰਘ ਨੇ ਵੀ ਸ਼ਿਰਕਤ ਕੀਤੀ।

Iconic wrestler-turned-actor Dara Singh passes away

MUMBAI 12 July, 2012: Legendary wrestler and actor Dara Singh passed away at his Mumbai home early on Thursday. He was 83.

Dara Singh, who was admitted to Kokilaben Hospital last week after a cardiac arrest, was taken back to his home on Wednesday night after his condition failed to improve despite continuous medical effort. Doctors, on Wednesday, had said that chances of Dara Singh's recovery were poor.

Doctors said that Dara Singh had suffered significant brain damage after the cardiac arrest.
He had appeared in films like "Watan Se Door", "Daada", "Rustom-E-Baghdad", "Sher Dil", "Sikandar E Azam", "Raaka", "Mera Naam Joker" and "Dharam Karam". He was last seen in the 2007 release "Jab We Met".

World champion wrestler Dara Singh, who joined the film industry in 1960s, was last seen in 2007 movie 'Jab We Met' alongside Kareena Kapoor and Shahid Kapoor.

‘Mahabali’ Dara Singh was the undisputed champion of champions in the wrestling ring and has won many times including the world championship in 1968.

He took to acting in 1962 and is best remembered for his portrayal of Hanuman in popular TV series ‘Ramayan’.

Dara Singh, who was a Rajya Sabha member from August 2003 to 2009, was best remembered for his iconic role as 'Hanuman' in the epic TV serial 'Ramayan'.

He had also directed films.

Dara Singh was also known for his generous kind nature. Affable to the extreme, he made friends easily and never misused his power even in his heydays.

He was a gentleman. India has a lost a jewel today. All Canadain NRIs plunged into deep soorow.

No service tax to be levied on NRI remittances: Finance Ministry

New Delhi, July 10

The Finance Ministry today clarified that no service tax would be levied on NRI remittances from overseas.

The clarification by the Central Board of Excise and Customs (CBEC), which functions under the Finance Ministry, follows concerns over reports that there was a move to levy 12 per cent tax on money sent back home by Indians abroad under the changed service tax regime from July 1.

The CBEC said in a circular “that the matter has been examined and it is clarified that there is no service tax per se on the amount of foreign currency remitted to India from overseas”. In the negative list regime, “service” excludes transaction in money. As the amount of remittance comprises money, the activity does not comprise a “service” and is not subjected to service tax, the circular clarifies.

It further added that “in case any fee or conversion charges are levied for sending such money, they are also not liable to service tax as the person sending the money and the company conducting the remittance are located outside India. Such services are deemed to be provided outside India and thus not liable to service tax”.

It has been further clarified that even the Indian counterpart bank or financial institution which charges the foreign bank for the services provided at the receiving end, is not liable to service tax as the place of provision of such service is outside India.

The clarification will alleviate concerns of NRIs as India is one of the top recipient of remittances ($64 billion in 2011), according to the World Bank data. Given the dire need for dollar at a time when current account deficit is high and Rupee is under pressure, any move to levy service tax on NRI remittances would have been disastrous.

CMs of Punjab and Kerala, which are among the states receiving the largest remittances from NRIs, had taken up the matter with Prime Minister Manmohan Singh.

M Rafeeque Ahmed, president, Federation of Indian Export Organisations (FIEO), said that towards addressing the trade deficit, remittances were the single largest source of unconditional flow of foreign exchange into India, according to estimates by the World Bank. Given the slowdown and declining levels of foreign exchange, service tax could only act as a deterrent to precious incoming foreign exchange, he added.

He said the waiver of service tax on the same would ensure that this stable source of foreign exchange would continue to maintain the delicate balance of payments position of India at this moment of global crisis.

What makes you resident?

Epicentre in Sumatra; tsunami fear grips Indian Ocean belt after 8.2 aftershock

A powerful 8.6 magnitude earthquake and a series of strong aftershocks struck off Indonesia on Wednesday, sending people scurrying from buildings as far away as southern India, but there seemed little risk of a disastrous tsunami as in 2004.
Indonesia said it was checking for damage and casualties but remarkably, no such reports had been received for several hours after the quakes, including in Aceh, the closest province and the area decimated by the disaster eight years ago.
However, some areas close to the epicentre are remote so it could take some time to find out if there was any damage.
Many people were frightened of further tremors. "It's dark out here but I am scared to go home," said Mila, a 41-year-old woman taking refuge in the grand mosque in the town of Banda Aceh, the provincial capital.
Waves of up to one metre (3.3 feet) high were seen near islands off Aceh, but Indonesia cancelled a warning for fresh tsunamis. It said the worst-hit area was the thinly populated island of Simeulue, off Aceh's southern coast.
The first quake struck at 0838 GMT and an 8.2 magnitude aftershock just over two hours later, at 1043 GMT. Two more strong aftershocks hit later.
The Hawaii-based Pacific Tsunami Warning Center also withdrew tsunami warnings for the entire Indian Ocean after keeping them in force for several hours. "Level readings now indicate that the threat has diminished or is over for most areas," the agency's bulletin said.
Thailand and India also withdrew tsunami warnings. Thailand, Indonesia, Sri Lanka and India were all badly hit in 2004. At least 230,000 persons in 13 Indian Ocean countries were killed in the disaster that year. Last year, an earthquake and tsunami off Japan's northeastern coast killed at least 23,000 persons.
On Wednesday, people near the coast in six Thai provinces were ordered to move to higher ground. Authorities shut down the international airport in the Thai beach resort province of Phuket.
The quakes were about 300 miles (500 km) southwest of Banda Aceh, on the northern tip of Indonesia's Sumatra island, the US Geological survey said. The first was at a depth of 20.5 miles (33 km).
Indonesia's disaster management agency said power failed in Aceh province and people were gathering on high ground as sirens warned of the danger.
"The electricity is down, there are traffic jams to access higher ground," said Sutopo, spokesman for the agency.
"The warning system worked," Indonesian President Susilo Bambang Yudhoyono said. Indonesian television showed people gathering in mosques in Banda Aceh. Many others were on the streets, holding crying children.

In the city of Medan, a hospital evacuated patients, who were wheeled out on beds and in wheelchairs. The tremors were felt far away in southern India. Hundreds of office workers in the city of Bangalore left their buildings while the port of Chennai closed down because of tsunami fears.

The quakes were in roughly in the same area as the 2004 quake, which was at a depth of 18 miles (30 km) along a fault line running under the Indian Ocean, off western Indonesia and up into the Bay of Bengal.

Experts said Wednesday quakes were a "strike-slip" fault, meaning a more horizontal shift of the ground under the sea as opposed to a sudden vertical shift, and less risk of a large displacement of water triggering a tsunami.

"The nature of the sideways rupture and sideways movement is not predisposed to cause a bad tsunami, so almost certainly, the crisis has been avoided," said David Rothery, an expert at the Open University in the UK. The quakes were also felt in Sri Lanka, where office workers in the capital, Colombo, fled their offices. — Agencies

Southern shocker

Chennai: Tremors rocked several parts of south and southeast India, prompting panicked people to flock to open spaces as grim memories of the 2004 killer tsunami returned to haunt many. People rushed out of houses and high-rise office buildings in panic in Chennai, Bangalore, Thiruvananthapuram, Kochi and Visakhapatnam. Operations at the Chennai Port were suspended.

Cracks in Kolkata buildings

Parts of West Bengal, including capital Kolkata, were jolted around 2.14 pm. Scared people rushed out from their homes and offices. There was chaos on roads. In several places, cracks were spotted in buildings. Metro operations were curtailed.

World Water Day: What’s your water footprint?

Did you know it takes about 1,500 litres of water to produce one kilogram of wheat, and 10 times that amount — 15,000 litres — to produce the same amount of beef?

The United Nations is drawing attention to numbers like these as it marks World Water Day Thursday.

As the world’s population grows, so too does the global demand for food and water. This year’s theme, water and food security, highlights the global need to produce food with less water.

Consider this:

If you take a whole-wheat bun from Saskatchewan, add an all-beef patty from Alberta, and top it off with some slices of Ontario cheese, you’ll end up with a hamburger that required 2,400 litres of water, according to Canada Water Week.

Even though a person needs to drink about 3 litres of water each day, the amount that goes into producing daily food intake worldwide is between 2,000 litres and 5,000 litres. In fact, about 90 per cent of the water a person consumes comes from the food they eat or the water used to make it.

And, the average water footprint for a Canadian is 6,392 litres a day — that’s the total volume of freshwater used to produce the goods and services we consume.

Here’s the down low on H2O:

70 per cent of the world’s water is used for agriculture

1,755 litres of water required to make one sausage.

160 litres of water is used to produce one large banana

230 litres of water are used to make one 200-ml glass of apple juice.

1,040 litres of water are used for 1 kg of potato chips

50 litres of water is used to produce one tomato; about 530 litres to produce 1 kg of tomato ketchup

500 litres of water goes into producing 100 grams of cheese

1,260 litres of water goes into one margherita pizza

120 litres of water is used to make a 125-ml glass of wine

74 litres of water is used to make a 250-ml glass of beer

30 litres of water is required to grow enough tea leaves to make a single cup of tea

30 percent of the food produced worldwide is lost or wasted every year.

50 per cent reduction of food losses and waste at the global level would save 1,350 cubic kms of water a year. (By comparison, the volume of Lake Ontario is 1,640 cubic kms.)

Those are some words of advice from Montreal chef François Martin, director of food services at Cirque du Soleil.

“Don’t waste food,” implores the chef, noting that tossing out food items is akin to wasting countless litres of water.

He suggests crumbling up old muffins and re-using them to bake a cake or a fresh batch; recycling leftover Shepherd’s Pie into a soup; and saving the water used to cook pasta and reusing it in soups, bouillons and sauces.

Carefully planning upcoming meals before going grocery shopping should help cut food waste, he says. That is, provided that you don’t end up eating out for dinner.

Martin became aware of his water footprint after getting involved with ONE DROP, a non-governmental organization started by Cirque founder Guy Laliberté that is committed to fighting poverty by supporting access to water.

Martin says he’s become much more conscientious about his water use and food consumption, opting to use more grains and cereals in his recipes because their production requires less water.

To help mark World Water Day, Martin developed low-water recipes for ONE DROP as part of an initiative called, ‘There’s Water on Our Plates.’ The awareness campaign is aimed at making people aware about their food choices and promoting eco-friendly food behaviours.
