3,000-pound cash bond for UK visa row

Were you consulted on visa bonds, British MP panel asks Manmohan
London, July 21
A high-powered British parliamentary committee has written to Prime Minister Manmohan Singh asking if he was consulted over a controversial plan to introduce a hefty 3,000-pound cash bond for “high-risk” visitors from India.
Under the pilot scheme announced by British Home Secretary Theresa May last month, citizens of India, along with those of Pakistan, Bangladesh, Nigeria, Ghana and Sri Lanka, could be asked to pay a 3,000-pound cash bond in a bid to prevent them overstaying their visa.
The House of Commons' Home Affairs Select Committee (HASC) -- a group of cross-party MPs chaired by British-Indian Labour MP Keith Vaz -- has been looking into the proposed visa and immigration system that will be enforced from November this year.
"I would be most grateful if you could clarify if your government has been consulted by the UK Government on the bonds pilot. As part of the committee's remit, we have an ongoing inquiry into the work of UK visas and immigration," wrote Vaz, who has previously categorised the scheme as "unfair and discriminatory".
Commerce and Industry Minister Anand Sharma had raised India's concerns over the issue with his British counterparts while on a visit to the UK soon after the policy was announced.
Since then, the UK Government has stressed that the scheme will affect only a handful of high-risk individuals and will be fully re-assessed at the end of the pilot in 2014.
Responding to a similar letter form HSAC, Nigeria accused the UK of racial discrimination. The Nigerian Ambassador to Britain said his country is "not favourably disposed to the proposal as it will affect a good number of Nigerians visiting the UK, even in spite of assurances to the contrary”. "We view it as discriminatory and targeted at only non-white members of the Commonwealth," ambassador Dalhatu Sarki Tafida said. Meanwhile, the HASC is conducting its own inquiries into the workings of Britain's visa and immigration system. — PTI

Govt buys Gandhi’s archive for $1.28 million

Contains documents of his controversial relatioship with architect Hermann Kallenbach

Mahatma Gandhi’s prized documents and photographs, including those on his controversial relationship with architect Hermann Kallenbach, were saved from going under the hammer as India bought the treasure trove for a whopping $1.28 million.
The archive, which belonged to Kallenbach, Gandhi’s close friend and German Jewish bodybuilder, was to be auctioned at Sotheby’s today but it was cancelled after the back-channel talks by the Indian Government with the auction house and the family members of Kallenbach helped India take possession of the rare documents.
The documents will now be housed at the National Archives of India in New Delhi.
An agreement was finalised in consultation with Ministry of External Affairs and National Archives of India and was signed by the three parties — Government of India, Sotheby’s and the family of Isa Sarid, the grandniece of Kallenbach.
“The acquired material would be housed in the National Archives of India,” Culture Minister Kumari Selja said in a statement in New Delhi.
Though the Sarid family, which owns the treasure trove, quoted $5 million as price for the archives, finally an amount of $1.28 million was paid.
“The payment of £8,25,250 ($1.28 million) has been released to Sotheby’s and the lot has been withdrawn from auction and sold to the Government of India,” the statement said.
The archive, which is likely to be a rich source of information on Gandhiji for researchers and historians, was recently examined by a team of experts from the Ministry of Culture, who described it as “very well preserved and of inestimable value.”
The archive includes several letters that throw fresh light on the controversial relationship between Gandhiji and Kallenbach, one of the foremost associates and friends of Gandhiji during his time in South Africa.
The auctioneer’s Catalogue Note on the archive said that it “is richly informative of the important (and occasionally misunderstood) friendship between the two men, and is a key biographical source for Gandhi.”
The archive includes “poignant letters” by the deeply troubled Harilal, Gandhi’s first son, and reveals Kallenbach’s deep friendship in particular with Gandhi’s second son Manilal, who remained on Phoenix Settlement in South Africa, and his third son Ramdas.
In the statement in New Delhi, Ms. Selja said the Government of India attaches the highest importance to the archival materials and artefacts relating to the leaders of national movement.
A five member Committee led by Prof Mushirul Hasan, Director General, National Archives, was earlier deputed to London to examine the archival material for authenticity and historical value.
The Committee had recommended that in view of the historical importance of the material, the entire archive may be acquired as a matter of highest priority.
In London, Sotheby’s said the deal was concluded in a “private transaction.” However, it did not disclose the amount the Indian government paid for the documents.

No service tax to be levied on NRI remittances: Finance Ministry

New Delhi, July 10
The Finance Ministry today clarified that no service tax would be levied on NRI remittances from overseas.
The clarification by the Central Board of Excise and Customs (CBEC), which functions under the Finance Ministry, follows concerns over reports that there was a move to levy 12 per cent tax on money sent back home by Indians abroad under the changed service tax regime from July 1.
The CBEC said in a circular “that the matter has been examined and it is clarified that there is no service tax per se on the amount of foreign currency remitted to India from overseas”. In the negative list regime, “service” excludes transaction in money. As the amount of remittance comprises money, the activity does not comprise a “service” and is not subjected to service tax, the circular clarifies.
It further added that “in case any fee or conversion charges are levied for sending such money, they are also not liable to service tax as the person sending the money and the company conducting the remittance are located outside India. Such services are deemed to be provided outside India and thus not liable to service tax”.
It has been further clarified that even the Indian counterpart bank or financial institution which charges the foreign bank for the services provided at the receiving end, is not liable to service tax as the place of provision of such service is outside India.
The clarification will alleviate concerns of NRIs as India is one of the top recipient of remittances ($64 billion in 2011), according to the World Bank data. Given the dire need for dollar at a time when current account deficit is high and Rupee is under pressure, any move to levy service tax on NRI remittances would have been disastrous.
CMs of Punjab and Kerala, which are among the states receiving the largest remittances from NRIs, had taken up the matter with Prime Minister Manmohan Singh.
M Rafeeque Ahmed, president, Federation of Indian Export Organisations (FIEO), said that towards addressing the trade deficit, remittances were the single largest source of unconditional flow of foreign exchange into India, according to estimates by the World Bank. Given the slowdown and declining levels of foreign exchange, service tax could only act as a deterrent to precious incoming foreign exchange, he added.
He said the waiver of service tax on the same would ensure that this stable source of foreign exchange would continue to maintain the delicate balance of payments position of India at this moment of global crisis.
WHY THE CLARIFICATION
Concerns were being expressed over reports that there was a move to levy 12% tax on money sent back home by Indians abroad under the changed service tax regime from July 1
THE FINAL WORD

The matter has been examined and it is clarified that there is no service tax per se on the amount of foreign currency remitted to India from overseas

As the amount of remittance comprises money, the activity does not comprise a “service” and is not subject to service tax

In case any fee or conversion charges are levied for sending such money, they are also not liable to service tax as the person sending the money and the company conducting the remittance are located outside India

NRI CHILDREN CUSTODY ROW

Norway won’t hand over Indian kids

Oslo, March 22
Dealing a blow to an Indian couple battling for custody of their children, Norway's Child Welfare Service has said the kids cannot go back to India, where they can be caught up in "a very unfortunate tug of war" in the wake of differences between their parents.

"New developments in the child welfare case involving two Indian children make it impossible to carry out the hearing in Stavanger District Court that was scheduled for Friday 23 March," the Norwegian Child Welfare Service (CWS) said in a statement.

The statement follows reports of differences between the parents - Anurup and Sagarika Bhhtacharya, whose children three-year-old Abhigyan and one-year-old Aishwarya were placed in foster care in Norway in May last year on grounds of "emotional disconnect".

Norwegian authorities believe that it would not be in the "best interests" of the kids that they be moved to India now amidst differences between the parents.

Over the past few days, both the parents and the children's uncle, who was to get the custody of the kids, "have changed their position several times on the agreement that had originally been reached. This has caused the Child Welfare Service to doubt their motives as far as the agreement is concerned," CWS chief Gunnar Toreseen said.

Arunabhash Bhattacharya, the paternal uncle of the children, is in Norway in connection with the case.

The CWS had a clear intention to sign and implement the agreement but that the events of the last few days now make this impossible, Toresen said.

In view of the "new developments," the hearing scheduled for tomorrow in the Stavanger District Court will not take place now, the statement said.

Toresen said the authorities have been made aware of a conflict in the family that could influence the outcome of the case.

Washington : As many as 1007 Sikh institutions and gurdwaras around the world celebrated March 14, the day nature and animal lover Guru Har Rai became the seventh Sikh Guru in 1644, as Sikh Environment Day.

EcoSikh, a Washington based Sikh organization, which had initiated the celebrations last year had set the goal of enrolling more than 700 Sikh institutions and gurdwaras to celebrate the day this year as compared to 450 last year.
This year it had also included Sikh run schools and Sikh-owned businesses to join in this endeavour.
Dr. Rajwant Singh, president of EcoSikh said: "It is amazing to see so much enthusiasm among Sikh masses and we believe that is perhaps the largest direct action by the Sikhs for the environment ever in the history.
"Guru Har Rai's life has inspired so many individuals to lead efforts at the local levels in India and all across the globe to take meaningful actions dedicated to this day."
Bandana Kaur, New York based programme director of EcoSikh in North America, said: "Many Gurdwaras are engaging in the local environmental issues in North America in their own localities and many are becoming eco-friendly in their operations."
Scores of young people are excited about this effort since it gives them the opportunity to relate to their faith in a unique way. South Hall based largest gurdwara in Europe has organized a major green drive on this day."
Sri Akal Takhat Sahib and Takhat Hazur Sahib in Nanded, Maharasthra, and Sikhs in several countries including USA, Australia, Canada, China, Singapore, Malaysia, Argentina, Nigeria, Kenya and UK joined in the effort to mark the Sikh Environment Day as a tribute to Guru Har Rai, EcoSikh said.

Daylight Savings Time Invented by George Vernon Hudson, 19th-Century Entomologist

Benjamin Franklin is credited with the invention of daylight saving time. In 1784, he made a joking reference to something like daylight saving in a letter from France -- but apparently never thought anything of the sort would ever be adopted.
When Hudson first came up with his idea for a two-hour daylight saving time, he facedserious opposition from his peers in the Royal Society of New Zealand.
There's now broad agreement among historians that the true mastermind of daylight saving time was George Vernon Hudson (1867-1946), a specialist in insect biology (entomology) who left England for New Zealand in 1881. In 1895, when he first presented the idea to the Royal Society of New Zealand, he was mocked. Other members of the society deemed the proposal confusing and unnecessary. But attitudes changed, and he lived to see his brainchild adopted by many nations -- including, in 1927, his own.
Yet the first 1,400 words of his 1,700-word obituary in the society's annals include no mention of his achievement. Instead, the focus is on Hudson's career in entomology. He was said to have"amassed the finest and most perfect collection of New Zealand insects ever formed by any one person" and was the acclaimed author of "The Butterflies and Moths of New Zealand."
How did a guy who spent most of his free time studying bugs come up with the idea of daylight saving time? It all began because Hudson became frustrated because dusk came so early in summer that it interfered with his evening bug-collecting rounds -- his day job was at the Wellington Post Office. He figured the problem might be solved if the clock were advanced two hours in summer and then shifted back in the winter, when he wasn't bug-hunting anyway.
In a proposal in support of his idea, he explained that "The effect of this alteration would be to advance all the day's operations in summer two hours compared with the present system. In this way the early-morning daylight would be utilised, and a long period of daylight leisure would be made available in the evening for cricket, gardening, cycling, or any other outdoor pursuit desired."
When he presented his idea to the society, his peers acknowledged that it offered some benefits but insisted that "calling the hours different would not make any difference in the time. It was out of the question to think of altering a system that had been in use for thousands of years, and found by experience to be the best."
After the WW-I ended, Woodrow Wilson ceded to popular demand and repealed Daylight Saving in the U.S.
World War II brought Daylight Saving back to the fore in 1942, when FDR mandated the measure, now known as "War Time," throughout the United States. This time, it stuck, for most of the country.
For years, different cities and states in the U.S. started and ended their daylight saving time on different dates, creating serious chaos through the country. Congress fixed that by passing the Uniform Time Act in 1966, which set one standard for Daylight Saving. The Act did not, however, mandate the actual use of the Time; those states, like Arizona and Alaska, that did not wish to participate were not forced to do so.
A study by the US Department of Energy, undertaken at the height of the 1970s energy crisis, indicated that the use of Daylight Saving Time reduced American energy consumption by about one percent, a small but statistically significant amount, because more people are sleeping during the darkness and so aren't using lights and appliances. Later studies have not, however, always reaffirmed this finding.
In 2005, Bush signed a law moving the Daylight Earnings Time back to the first weekend of November, a measure designed to help cut down on the number of children injured or killed in automobile accidents while trick-or-treating after dark on Halloween.
Today: Daylight Saving Around The World
117 years after Hudson first proposed Daylight Saving Time, the scheme is in effect in 70 countries across the world. It's observed in all the places highlighted in blue on the map above.

40k Indians may be allowed to work in Europe

London, March 2
At least 40,000 Indians may be allowed to work in Europe, including 12,000 in Britain alone, under a secret trade plan between the European Union and New Delhi, a media report said, citing leaked documents.
The EU has proposed that 40,000 Indian workers will be admitted to Europe without any labour market test as part of the plan to boost export trade with New Delhi, the ‘Daily Mail’ reported, quoting a leaked copy of the EU/India Free Trade Agreement, which is due to be signed later this year.
Central to the agreement is the EU’s offer on what is known as “Mode 4”, which will allow Indian companies to bring temporary workers into the EU, the newspaper said.
According to the leaked papers, out of 40,000 Indians who would be allowed to work in Europe, Britain has been asked to take 12,000, which is 30 per cent of the total allocation, despite the UK making up 12 per cent of the EU’s population.
The 12,000 Indian migrants, who would be able to live and work in Britain for six months, will be in addition to people given visas under Britain’s supposedly strict immigration cap, the newspaper said.
A large number of beneficiaries will be IT workers who already arrive in Britain from India in large numbers, the report added. According to EU officials, in return for opening up the jobs market, countries such as Britain will be helped to land lucrative export deals.
The negotiations on the India deal, first initiated by Former EU Trade Commissioner Lord Mandelson in 2007 and subsequently led by the Business Department, was going on in the shadows for years, the daily said.

Why February 29 is a special day

Yes, 2012 is a leap year and while for some, today is just another day, for many, it is time to rejoice.
Ek extra din... the day that comes once in four years, is, for many, a birthday, an anniversary... and for some, just one extra day at work. So, are you planning to party today or crib?
B'day, after 4 years!
For 25-year-old Shamita Jain, February 29 is as important as her life because she was born that day. It's the most important day of her life as she says, "I am super excited. I always celebrate my birthday every four years in a grand manner. Ab char saal mein ek baar hee toh mera birthday aata hai." Similarly, Karan Lal (25) celebrates his birthday once every four years and this year too, he plans to celebrate in a different manner. "It might sound kiddish, but I call myself a 'leap son' and unlike other people, I don't celebrate my birthday on March 1 or February 28, so for me, February 29 is the D-Day and I throw a huge party for family and friends," says Karan. For Radha Khandelwal (21), the celebrations began from January 1 only. "You tend to be happy when you know that it's a leap year and honestly, I have been happy since January and I am planning a party at my farmhouse," shares Radha. But for Nikki Kuneta (22), her birthday is all about gifts. She tells us, "Who doesn't like to receive gifts and I get this opportunity once in four years so dude, I am overjoyed."
Happy anniversary!
For Ruchi Bhargav, housewife, celebrations started from February 1 as she will be celebrating her 10th anniversary on February 29. "I am elated as I will be celebrating my 10th anniversary and it was by sheer luck that 2012 is a leap year, else we would have to celebrate on March 1." And for Kunal, it is the pain of buying a gift. "The first thing I got to know on January 1 was that 2012 is a leap year and now, I will have to buy an expensive gift for my wife for our anniversary," laughs Kunal Verma, adding, "Jokes apart, I am glad that it is a leap year as we get to celebrate our wedding anniversary on the exact date this year."
An extra day at work
But while some celebrate their birthdays and anniversarys, and some sulk in their office cubicles. Ask them why and pat comes the reply. "Given an option to work for 28 days a month and 29 days a month, what do you think I would prefer?" asks Pooja Malik, BPO employee. And Karan Goyal, banker, seconds the thought. He says, "I've just completed my CA and joined a bank. So, it's my first job and well, it's a leap year so I get to work for 29 days in February, not fair." And yes, there were few people who didn't even know that 2012 was a leap year until we asked them. "Oh, my gosh! That means I have to work one more day in this month," rues Neeraj Chaudhary, banker.
Just another day
And now, for those who think this is just another day of the year, to be spent sleeping, shopping or perhaps, watching a movie. "I am unemployed since six months and for me, it is any other day. I will chill and go shopping," says Lalit Khaitan (25). But Surbhit Singh (26) has the best plan - he plans to attend all leap day birthday parties of his friends. "Since I have nothing to do, I plan to attend parties that day and I guess that's the best thing to do. That will burn a hole in my pocket as I will have to buy loads of gifts, but as long as I am having fun, all is cool."
