IIT-Delhi country's top ranked institution

Indian Institute of Technology-Delhi is the country's highest ranking institution in world with a global rank of 218, the Rajya Sabha was informed today.

Minister of state for HRD D Purandeswari said during Question Hour that as per the Quacquarelli Symonds global system of ranking of higher education institutions for 2011, IIT-Delhi is the overall highest ranking institution in India at serial number 218.

"As per the Times Higher Education World University Rankings for 2011, IIT-Bombay is the highest ranked institution at serial 317, while the Academic Ranking of World Universities has ranked Indian Institute of Science, Bangalore at serial 321," she said.

As per the 2011 QS Engineering & Technology Rankings, IIT-Bombay is at serial 43, IIT-Delhi at 50, IIT-Kanpur at 59 and IIT-Madras at 60 in Computer Science and Information Technology.

In the same ranking system in Civil and Structural Engineering, IIT-Bombay is ranked at serial 30, IIT-Kanpur at serial 38 and IIT-Delhi at serial 43.

As per QS Global Business School Report, 2012, Indian Institute of Management-Ahmedabad has been ranked second in the Asia Pacific region, next to INSEAD (Institut Europeen d Administration des Affairs), Singapore while IIM-Bangalore, Indian School of Business, IIM-Calcutta and SP Jain Institute of Management and Research, Mumbai figure in the top 20 institutes.

According to Financial Times London Global Buiness School rankings, IIM-Ahmedabad is at serial 11 and Indian School of Business at serial 13.

Indian businessman mysteriously found dead in Muscat

MUSCAT: An Indian businessman has been mysteriously found dead in Muscat, the capital city of Oman.

VV Vasudevan's hands and legs were tied near his Land Cruiser vehicle in a yard behind one of his hardware shops in Al Hail suburb of Muscat.

According to his brother Vijayan, Vasudevan, a hardware and building material businessman, was last seen at 10 pm local time after he closed his shop.

"In the evening one of the staff members called me that something was wrong, when I rushed here, I saw my brother's body with his hands and legs tied," Gulf News quoted Vasudevan, as saying.

Apparently, Vasudevan, popularly known as Vasu, had five to six shops in al Khodh and Al Hail suburbs of Muscat.

According to some of the eyewitnesses Vasu's, 54, body bore marks of strangulation around his neck.

Vasu's family landed in Muscat back from India, minutes after his body was found.

Bandh hits life in Punjab; Akal Takht appeals for peace

A day-long bandh called by Sikh outfits to protest the proposed execution of Balwant Singh Rajoana, convicted in the Beant Singh killing case, disrupted normal life in Punjab on Wednesday. Akal Takht Jathedar Giani Gurbachan Singh has meanwhile appealed for maintenace of peace and harmony Reports from Amritsar, Jalandhar, Ludhiana, Tarn Taran, Bathinda, Ropar and Patiala said that the bandh hit normal life. Sikhs in Jammu also observed a bandh during the day, with reports saying that protesters had blocked the Jammu-Pathankot road.

In Patiala, the call for bandh evoked total response in the city where Rajoana is lodged in the local central jail awaiting his execution on March 31 as per Chandigarh sessions court orders.

The situation in the industrial town of Ludhiana was peaceful. Restaurants and eating houses were open while commercial establishments in some markets were partially open. Government offices were open  but the attendance was thin, a report said.

A report from Bathinda also said that roads were deserted in the city as people observed a bandh. Protesters had blocked the Bathinda-Mansa road, the report said.

A report from Amritsar also said that bandh call evoked good response from people, with shops in the walled city downing their shutters. Reports said people were also unhappy over disruption of normal public transport services in the state.

Bandh was also observed in Jalandhar and Kapurthala, with security forces patrolling the streets to prevent any violence in the two places.

In Jalandhar, a few Sikh activists tried to barge into State Bank of India and Oriental Bank of Commerce of branches. However, timely intervention of police and paramilitary jawans brought the situation under control.

In Phagwara, the bandh was complete in the city located on the Delhi- Jalandhar national highway. Road traffic was plying normally though passengers using public transport were few.

Section of Sikhs took to streets in some areas carrying flags as security personnel patrolled sensitive areas to maintain peace.

Hardliners Dal Khalsa, Khalsa Action Committee and Khalra Mission organisation had urged the Sikh community to voluntarily shut down their business establishments and observe the day-long bandh peacefully.

Security forces have been conducting flag marches at key locations in the state to instill confidence among the people. Security around Patiala central jail where Rajoana is lodged had been beefed up with erection of additional security points.

Special control rooms have been set up in the districts to keep an eye on the movement of protestors.

On the directions of Akal Takht, prayers are being held at different places in the state in support of Rajoana.

In Kapurthala, a complete bandh was observed today as all commercial establishments remained closed, a report said adding Pepsu roadways and private buses remained off the road.

Tension prevailed in Gurdaspur town when some shopkeepers at Bata Chowk asked the police to provide security to them to open their shop but members of a Sikh organisation forced the shopkeepers to close their shops.

They also forced the authorities of Axis bank to close the bank. The tension was defused when the police disperse the agitators, a report from Batala said.

In Mohali, normal life was badly disrupted following the bandh call.

All shops and commercial establishments, private schools, colleges and banks were closed as the protesters took out marches through various parts of Mohali, Kharar and other parts of the district.

Punjab bandh turns violent in support of Rajoana's clemency

CHANDIGARH: At least six persons were injured in a clash between two groups in Patiala during the Wednesday bandh in Punjab in support of a clemency demand for Balwant Singh Rajoana, a Babbar Khalsa terrorist, who is on death row in the assassination case of former chief minister Beant Singh. 

The two groups clashed in Patiala after some members of several organizations objected to Khalistan slogans raised by the clemency supporters. 

Another incident of violence was reported from Lehragaga in Sangrur district where members of two communities pelted stones at each other. 

In Jalandhar, protesters forcibly tried to close a bank and pelted stones at open shops. In Muktsar internal exams of students of a medical college were disrupted by the agitated demonstrators. 

The violent incidents occurred despite huge presence of security personnel. 

The strike till afternoon had remained peaceful and the state government had sounded a high alert and beefed up the security by deploying over 60,000 Punjab police personnel and 15 companies of para-military forces. Flag marches were carried out by the police department and the para-military forces in all the major cities. A complete 'bandh' was observed in Punjab hitting the normal life across the state. 

The bandh call was given by the Akal Takht, the highest temporal body of the Sikhs, which has been demanding clemency for Rajoana. Shops, business establishments and schools remained closed in all the major cities including Amritsar, Jalandhar, Phagwara, Muktsar, Faridkot, Moga, Sangrur, Barnala, Mansa, Bathinda, Mohali, Patiala, and Ludhiana. 

Public transport was also badly affected and roads remained deserted as buses throughout the state remained off the roads. Rajoana is to be hanged on March 31 as per the Chandigarh district court orders. 

Complete bandh in Amritsar 

Complete bandh was observed in Amritsar and Tarn Taran districts on Wednesday in protest against scheduled hanging of Balwant Singh Rajoana, accused in killing of former chief minister of Punjab Beant Singh. 

However, no untoward incident was reported from any part of districts. In the morning supply of essential items including milk, fruits and vegetables remained normal but the main markets of the city and towns, banks and schools remained closed. 

While Sikh radical groups including Dal Khalsa, Shiromani Akali Dal (Amritsar), Shiromani Akali Dal (Panch Pardhani), Khalsa Action Committee had given a call of Punjab Bandh, the Sikh clerics had asked the Sikhs to 'refrain' from work. 

Sikh radical leaders had ensured that no one take out naked sword during the protests , however, a few Nihangs were seen flashing naked swords. 

In a statement, Dal Khalsa spokesperson Kanwarpal Singh expressed gratitude towards people of Punjab for extending support to bandh call. Dal Khalsa members under the leadership of Satnam Singh Paonta Sahib took a march on the streets of Amritsar. They carried flags having picture of Rajoana.. "if hanged, Rajoana would be a martyr of Khalistan struggle" said Satnam. 

Reports of bandh was also received from Switzerland, Italy, France and Germany where Sikhs kept their businesss closed. Founder of Gurdwara Sahib, Langenthal, Switzerland Ranjit Singh Masuta told TOI over phone from Switzerlad that in Langenthal, Hotel Langenthal and Shalimar Restaurant, owned by Sikhs, remained closed and Sikhs also fluttered saffron flags outside their business establishments and houses. "Sikhs also kept their business closed in Italy, Germany and France" he said. 

Meanwhile, police commissioner RP Mittal informed that no untoward incident or report of violence was received from any part of city. 

Tension reigned at Lehragaga in Sangrur on Wednesday afternoon when members of certain Hindu and Sikh organizations indulged in stone pelting over the call for Punjab bandh against the upcoming execution of Balwant Singh Rajoana. Rajoana, who is co accused in the killing of then Punjab CM Beant Singh on August 31, 1995 is to be hanged on March 31. Both sides tearing apart the peaceful fabric threw stones at each other. Lehragaga is represented by former chief minister Rajinder Kaur Bhattal in Punjab assembly.

ਕੈਲਗਰੀ, 27 ਮਾਰਚ-ਐਡਵੋਕੇਟ ਦਵਿੰਦਰ ਸ਼ੋਰੀ ਸੰਸਦ ਮੈਂਬਰ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੀ ਅਮਨ-ਸ਼ਾਂਤੀ ਦੀ ਬਹਾਲੀ ਲਈ ਭਾਈ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਸਬੰਧੀ ਉਚਿਤ ਫੈਸਲਾ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿਉਂਕਿ ਅਜੇ ਤੱਕ ਕੈਨੇਡਾ ਵਿਚ ਵੀ ਇਹੋ ਜਿਹਾ ਕਾਨੂੰਨ ਨਹੀਂ ਬਣਿਆ ਕਿ ਜੁਰਮ ਸਾਬਤ ਹੋਣ ਉਪੰਰਤ ਕਿਸੇ ਵਿਅਕਤੀ ਨੂੰ ਫਾਂਸੀ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਹੋਵੇ ਜਾਂ ਫਾਂਸੀ ਦਿੱਤੀ ਗਈ ਹੋਵੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੈਂ ਕੈਨੇਡਾ ਦੀ ਧਰਤੀ ਤੇ ਸੰਨ 1989 ਵਿਚ ਆਇਆ ਸੀ, ਉਸ ਵਕਤ ਵੀ ਪੰਜਾਬ ਦੇ ਹਾਲਾਤ ਬਿਹਤਰ ਨਹੀਂ ਸਨ। ਪਰ ਹੁਣ ਪੰਜਾਬ ਦਾ ਮਾਹੌਲ ਕਾਫੀ ਸੁਖਾਵਾਂ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਅਤੇ ਹੋਰ ਸਿਆਸੀ ਪਾਰਟੀਆਂ, ਧਾਰਮਿਕ ਜਥੇਬੰਦੀਆਂ, ਸੰਤ ਮਹਾਂਪੁਰਸ਼ਾ ਵੱਲੋਂ ਫਾਂਸੀ ਨੂੰ ਰੋਕਣ ਲਈ ਵਿੱਢੇ ਸੰਘਰਸ਼ ਦੀ ਮੈਂ ਸ਼ਲਾਘਾ ਕਰਦਾ ਹਾਂ।

Bill soon to allow more Indians to visit US

Amid Indian IT firms' concerns over restrictive US visa policies for their employees, a top American senator has assured that he is working on a bipartisan bill that will reform immigration laws and allow more Indians to come to America.

Influential US Senator from New York Chuck Schumer and Senate Majority Leader Harry Reid met noted Indian-American hotelier and Chairman of Indian-American Democrats Sant Singh Chatwal at his Manhattan hotel here on Friday.

During the nearly hour-long meeting, the three discussed India-US bilateral relations, with Chatwal raising concerns of Indian IT corporations regarding problems faced by them in obtaining work visas like H1B and L1 for their employees.

Reid and Schumer expressed appreciation for the contribution made by the growing Indian-American community to the American economy, saying concerns regarding the visas are being addressed and taken care of.

"I am working to try and change the immigration laws so more Indians can come (to the US). One of the things that Harry and I care a lot about is changing the visas. So more Indians can come here to travel," Schumer told PTI after the meeting.

He said while Indians, Chinese, Russians are keen to come to the US, "the visa laws are a little bit too restrictive so we are working on a bipartisan bill. Harry Reid is going to try to help us get it passed very fast."

Chatwal said Schumer assured him that concerns of Indian firms regarding work visas for their employees are being taken care of and that more visas would be issued to Indian businesses and corporations for their employees.

He said Schumer is keen that more Indians come to the US not only on work visas but also as tourists, thereby contributing to the economy here.

Norway won’t hand over Indian kids

Oslo, March 22
Dealing a blow to an Indian couple battling for custody of their children, Norway's Child Welfare Service has said the kids cannot go back to India, where they can be caught up in "a very unfortunate tug of war" in the wake of differences between their parents.

"New developments in the child welfare case involving two Indian children make it impossible to carry out the hearing in Stavanger District Court that was scheduled for Friday 23 March," the Norwegian Child Welfare Service (CWS) said in a statement.

The statement follows reports of differences between the parents - Anurup and Sagarika Bhhtacharya, whose children three-year-old Abhigyan and one-year-old Aishwarya were placed in foster care in Norway in May last year on grounds of "emotional disconnect".

Norwegian authorities believe that it would not be in the "best interests" of the kids that they be moved to India now amidst differences between the parents.

Over the past few days, both the parents and the children's uncle, who was to get the custody of the kids, "have changed their position several times on the agreement that had originally been reached. This has caused the Child Welfare Service to doubt their motives as far as the agreement is concerned," CWS chief Gunnar Toreseen said. 

Arunabhash Bhattacharya, the paternal uncle of the children, is in Norway in connection with the case. 

The CWS had a clear intention to sign and implement the agreement but that the events of the last few days now make this impossible, Toresen said. 

In view of the "new developments," the hearing scheduled for tomorrow in the Stavanger District Court will not take place now, the statement said. 

Toresen said the authorities have been made aware of a conflict in the family that could influence the outcome of the case. 

World Water Day: What’s your water footprint?

Did you know it takes about 1,500 litres of water to produce one kilogram of wheat, and 10 times that amount — 15,000 litres — to produce the same amount of beef?

The United Nations is drawing attention to numbers like these as it marks World Water Day Thursday.

As the world’s population grows, so too does the global demand for food and water. This year’s theme, water and food security, highlights the global need to produce food with less water.

Consider this:

If you take a whole-wheat bun from Saskatchewan, add an all-beef patty from Alberta, and top it off with some slices of Ontario cheese, you’ll end up with a hamburger that required 2,400 litres of water, according to Canada Water Week.

Even though a person needs to drink about 3 litres of water each day, the amount that goes into producing daily food intake worldwide is between 2,000 litres and 5,000 litres. In fact, about 90 per cent of the water a person consumes comes from the food they eat or the water used to make it.

And, the average water footprint for a Canadian is 6,392 litres a day — that’s the total volume of freshwater used to produce the goods and services we consume.

Here’s the down low on H2O:

70 per cent of the world’s water is used for agriculture

1,755 litres of water required to make one sausage.

160 litres of water is used to produce one large banana

230 litres of water are used to make one 200-ml glass of apple juice.

1,040 litres of water are used for 1 kg of potato chips

50 litres of water is used to produce one tomato; about 530 litres to produce 1 kg of tomato ketchup

500 litres of water goes into producing 100 grams of cheese

1,260 litres of water goes into one margherita pizza

120 litres of water is used to make a 125-ml glass of wine

74 litres of water is used to make a 250-ml glass of beer

30 litres of water is required to grow enough tea leaves to make a single cup of tea

30 percent of the food produced worldwide is lost or wasted every year.

50 per cent reduction of food losses and waste at the global level would save 1,350 cubic kms of water a year. (By comparison, the volume of Lake Ontario is 1,640 cubic kms.)

Reduce waste, recycle food, reuse water and review menu planning.

Those are some words of advice from Montreal chef François Martin, director of food services at Cirque du Soleil.

“Don’t waste food,” implores the chef, noting that tossing out food items is akin to wasting countless litres of water.

He suggests crumbling up old muffins and re-using them to bake a cake or a fresh batch; recycling leftover Shepherd’s Pie into a soup; and saving the water used to cook pasta and reusing it in soups, bouillons and sauces.

Carefully planning upcoming meals before going grocery shopping should help cut food waste, he says. That is, provided that you don’t end up eating out for dinner.

Martin became aware of his water footprint after getting involved with ONE DROP, a non-governmental organization started by Cirque founder Guy Laliberté that is committed to fighting poverty by supporting access to water.

Martin says he’s become much more conscientious about his water use and food consumption, opting to use more grains and cereals in his recipes because their production requires less water.

To help mark World Water Day, Martin developed low-water recipes for ONE DROP as part of an initiative called, ‘There’s Water on Our Plates.’ The awareness campaign is aimed at making people aware about their food choices and promoting eco-friendly food behaviours.

India to urge airlines to boycott EU carbon scheme

NEW DELHI (REUTERS) - India will urge its airlines to boycott the European Union's (EU) carbon charge scheme, raising the prospect of a global trade war over a law requiring flights in and out of Europe to pay for their greenhouse gas emissions.

A senior Indian government official told Reuters that India would soon ask local airlines not to buy carbon credits from or share emissions data with the bloc, which says other countries are not doing enough to tackle this source of greenhouse gases.

China said in February its airlines were barred from participating in the EU Emissions Trading Scheme (ETS) unless they got government approval. Beijing has also suspended the purchase of US$14 billion (S$17.6 billion) worth of jets from European maker Airbus.

India does not yet plan to ask airlines to cancel Airbus purchases, but that is possible if the dispute escalates, said the Indian official, who has direct knowledge of talks between the EU and other countries on the issue.

Mukul Roy sworn in as new railway minister

New Delhi, 20 March 2012 - Mukul Roy was sworn in as India's new railway minister on Tuesday amid signs the UPA government would bow to the wishes of a petulant coalition partner and initiate a partial fare rollback this week.

Roy, 57, was inducted as a cabinet minister just hours before a debate on the railway budget in the Lok Sabha and replaces his Trinamool Congress colleague Dinesh Trivedi.

Trivedi quit on Sunday after the Trinamool Congress, a key ally in the UPA government, said it was displeased with his decision to raise passenger fares for the first time in eight years.

The unpopular policy step was cheered by investors but Prime Minister Manmohan Singh's government was seen bending to the wishes of its coalition partner.

"The new Railway Minister … will have the onerous duty of carrying forward the challenging task of modernizing our railway system," Singh told lawmakers in the Lok Sabha on Monday.

Roy, junior minister for shipping in Singh's council of ministers, represents West Bengal in the Rajya Sabha, and had served as the junior minister for railways in 2011.

Welcoming highly educated immigrants- a good economic policy

 

Edmonton - Allowing immigrants with good qualification is a good strategy for the growth of a nation’s economy and Quebec government needs to follow this.

This is keeping in view the fact that just like any other advanced economy, Quebec is facing the challenges of demographic declines leading to acute shortage of required workforce.

The scenario is going to worsen as the population of this Canadian province reaches old age.

Need for boosting Quebec immigration--Several business groups in Quebec say rather than cutting down annual immigration intake in Quebec, focus should be on allowing more immigrants into this Canadian province.

The provincial government must chalk out ways to increase immigration levels in Quebec to deal with the problem of scarcity of qualified and skilled workers here. It may be worth considerable that government of Quebec intends to cut immigration levels by around eight percent by 2015 from the current immigration levels.

And this has naturally invoked serious concerns from several business groups of Quebec. Hence, they have urged Quebec government to work towards improving the scene in the economy by lifting the limits on new immigrant arrivals in Quebec.

The current proportion of immigration in Quebec is only 19 percent of the total Canada immigration although Quebec has 23 percent of nation’s population, as per figures for the year 2010.

Quebec witnessed arrival of 11.6 percent of total temporary foreign workers arriving in Canada last year while Quebec accounted for 15 percent of total foreigners coming to Canada for studying here.

Quebec must improve job prospects for immigrants—Currently, the employment scene for new arrivals in Quebec is not very encouraging. And this is due to two factors, namely, delay in recognition of foreign credentials and poor work experience.

And the onus lies on not just the provincial government but also on Quebec employers for enabling new immigrants get integrated successfully into their new workplace easily.

President of Conseil du patronat, Yves Thomas feels need of the hour is to attract immigrant investors and skilled immigrant workers in Quebec.

Moreover, the province should work towards fast recognition of foreign credentials of immigrants to help them get jobs in accordance with their acquired qualifications, skills and work experience.

Government must reconsider its plans to cut its annual immigration rate and focus on increasing immigration levels at least for the next decade or so. Only then can Quebec cope up with exit of ageing baby boomers from the workforce.

Sachin Tendulkar becomes first to score 100 international centuries

DHAKA: India's Sachin Tendulkar on Friday became the first batsman in history to score 100 international centuries, adding another milestone in his record-breaking career.

Tendulkar, who turns 39 next month, achieved the feat when he recorded his 49th one-day century in the Asia Cup match against Bangladesh at the Sher-e-Bangla stadium in Dhaka. He has 51 Test hundreds.

The Mumbai batsman, who has compiled more Test and one-day runs than anyone in history, reached the record with a single, marking the moment with a modest glance to the sky while pointing to the Indian flag on his helmet.

Tendulkar is the most capped player in the history of the game with 188 Test and 462 one-day appearances since making his debut against Pakistan in Karachi in November, 1989.

Millions of fans in India and across the cricketing world endured an anxious year-long wait before Tendulkar finally reached the landmark in the four-nation tournament, the symbol of one-day supremacy in the continent.

He scored his 99th ton during a World Cup match against South Africa in Nagpur on March 12 last year, but failed to add to the tally on subsequent tours of England and Australia and a home series against the West Indies.

Washington : As many as 1007 Sikh institutions and gurdwaras around the world celebrated March 14, the day nature and animal lover Guru Har Rai became the seventh Sikh Guru in 1644, as Sikh Environment Day.

EcoSikh, a Washington based Sikh organization, which had initiated the celebrations last year had set the goal of enrolling more than 700 Sikh institutions and gurdwaras to celebrate the day this year as compared to 450 last year.

This year it had also included Sikh run schools and Sikh-owned businesses to join in this endeavour.

ਰੋਮ (ਇਟਲੀ), 14 ਮਾਰਚ-ਫਰਾਂਸ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨਿਕਲਿਸ ਸਰਕੋਜੀ ਨੇ ਸਮੁੱਚੇ ਯੂਰਪੀਅਨ ਦੇਸ਼ਾਂ ਨੂੰ ਧਮਕੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇਕਰ ਗ਼ੈਰ-ਕਾਨੂੰਨੀ ਪ੍ਰਵਾਸ ਨਾ ਰੋਕਿਆ ਗਿਆ ਤਾਂ ਉਹ ਫਰਾਂਸ ਨੂੰ ਯੂਰਪੀਅਨ ਯੂਨੀਅਨ ਦੇ ਵੀਜ਼ਾ ਫਰੀ ਸ਼ੈਨੇਗਨ ਸਮਝੌਤੇ ਤੋਂ ਅਲੱਗ ਕਰ ਲੈਣਗੇ। ਸ਼ੈਨੇਗਨ ਸਮਝੌਤੇ ਦੇ ਅਨੁਸਾਰ ਬਹੁਤੇ ਯੂਰਪੀਅਨ ਅਤੇ ਸਵਿਟਜ਼ਰਲੈਂਡ, ਨਾਰਵੇ ਤੇ ਆਇਸਲੈਂਡ ਵਰਗੇ ਦੇਸ਼ਾਂ ਦੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਮਾਮੂਲੀ ਜਿਹੇ ਬਾਰਡਰ ਚੈਕਿੰਗ ਤੋਂ ਬਾਅਦ ਯਾਤਰਾ ਦੀ ਸੁਵਿਧਾ ਮਿਲ ਜਾਂਦੀ ਹੈ। ਯਾਦ ਰਹੇ ਜੇ ਇੰਜ ਹੁੰਦਾ ਹੈ ਤੇ ਫਿਰ ਫਰਾਂਸ ਵਿਚ ਜਾਣ ਲਈ ਵੀਜ਼ਾ ਲੈਣਾ ਪਿਆ ਕਰੇਗਾ। ਜਦ ਕਿ ਹੁਣ ਯੂਰਪੀ ਦੇਸ਼ਾਂ ਵਿਚ ਵਸਦੇ ਬਹੁਤੇ ਪ੍ਰਵਾਸੀਆਂ ਨੂੰ ਬਿਨਾਂ ਵੀਜ਼ੇ ਤੋਂ ਯੂਰਪੀ ਸੰਘ ਦੇ ਅਧੀਨ ਆਉਂਦੇ 27 ਦੇਸ਼ਾਂ ਵਿਚ ਬਿਨਾਂ ਰੋਕ-ਟੋਕ ਦੇ ਜਾਣ-ਆਉਣ ਦੀ ਆਜ਼ਾਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਉੱਤਰੀ ਪੈਰਿਸ ਵਿਖੇ ਇਕ ਵਿਸ਼ਾਲ ਰਾਜਨੀਤਕ ਰੈਲੀ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਉਪਰੋਕਤ ਬਿਆਨ ਵਿਚ ਇਹ ਗੱਲ ਕਹੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਕ ਨਵੇਂ ਬਾਰਡਰ ਕੰਟਰੋਲ ਕਾਨੂੰਨ ਦੀ ਲੋੜ ਹੈ ਤੇ ਜੇਕਰ ਆਉਂਦੇ ਵਰ੍ਹੇ ਇਸ ਸਬੰਧੀ ਗੱਲ ਨਾ ਹੋਈ ਤਾਂ ਉਹ ਇਸ ਸਮਝੌਤੇ ਨੂੰ ਤੋੜ ਕੇ ਫਰਾਂਸ ਨੂੰ ਇਸ ਤੋਂ ਬਾਹਰ ਕਰ ਲੈਣਗੇ। ਪਰਵਾਸ ਦਾ ਮੁੱਦਾ ਸਰਕੋਜੀ ਦੀ ਰਾਜਨੀਤਕ ਮੁਹਿੰਮ ਦਾ ਇਕ ਅਹਿਮ ਮਸਲਾ ਬਣਦਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਵਿਦੇਸ਼ੀਆਂ ਕਾਰਨ ਦੇਸ਼ ਦੀ ਏਕਤਾ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਹੀ ਹੈ ਤੇ ਉਹ ਹੋਰ ਵਧੇਰੇ ਆਵਾਸ, ਨੌਕਰੀਆਂ ਤੇ ਸਿੱਖਿਆ ਮੁਹੱਈਆ ਨਹੀਂ ਕਰਵਾ ਸਕਦੇ। ਅਜਿਹਾ ਪਹਿਲੀ ਵਾਰੀ ਨਹੀਂ ਹੈ ਕਿ ਇਸ ਸਮਝੌਤੇ ਨੂੰ ਲੈ ਕੇ ਫਰਾਂਸ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨੇ ਅਵਾਜ਼ ਉਠਾਈ ਹੈ। ਇਟਲੀ ਵੱਲੋਂ 5 ਅਪ੍ਰੈਲ 2011 ਤੋਂ ਪਹਿਲਾਂ ਇਥੇ ਆਏ ਹਜ਼ਾਰਾਂ ਉੱਤਰੀ ਅਫਰੀਕਨਾ ਨੂੰ ਕੱਚਾ ਅਵਾਸ ਪਰਮਿਟ ਦੇਣ ਤੋਂ ਵੀ ਫਰਾਂਸ ਖਫਾ ਹੈ ਕਿਉਂਕਿ ਇਸ ਰਾਹੀਂ ਉਹ ਯੂਰਪੀ ਬਾਰਡਰ ਫਰੀ ਸ਼ੈਨੇਗਨ ਖੇਤਰ ਵਿਚ ਸਫਰ ਕਰ ਸਕਣਗੇ।

Pakistanis can apply for Indian visa through courier

ISLAMABAD: India has taken several steps to facilitate people from across Pakistan in applying for visas, including the submission of applications through a courier service, Indian high commissioner Sharat Sabharwal has said. 

These steps were intended to help people who previously had to travel to Islamabad to apply for a visa, Sabharwal said during an interaction with reporters after visiting the Bhutto family mausoleum at Garhi Khuda Bux in southern Sindh province yesterday. 

Asked by reporters about the reopening of the Indian consulate in Karachi, Sabharwal said this was one of the issues discussed by India and Pakistan after the resumption of their peace talks last year. 

Even as talks on the issue were continuing, Indian authorities had taken steps to address the problems of people from areas like Sindh who want to apply for visas, the envoy said. 

After the Indian consulate in Karachi was closed in 1994, people from far-flung areas had complained about the problems they faced in travelling to Islamabad to personally apply for visas. 

At the Bhutto family mausoleum, Sabharwal visited the graves of slain former premier Benazir Bhutto, her father and former president Zulfikar Ali Bhutto, his wife Nusrat Bhutto and laid wreaths. 

He observed silence for a few minutes as a mark of respect. 

Airtel introduces unlimited international roaming data plan

Telecom major Bharti Airtel has launched '1-day Bridge DataRoamUnlimited' under which its post-paid users can get unilimited data usage while roaming across Asia Pacific for USD 10 per day.

This initiative has taken by Bridge Alliance which has 11 member operator networks, including Airtel, across Asia Pacific.
"Airtel's launch of Bridge DataRoamUnlimited takes the alliance to the next level of expanded coverage and presence in the region," Bridge Alliance acting Chief Executive Officer and Vice-President (Infrastructure & Operations) Ken Wee said in a statement.
Bridge DataRoamUnlimited is a daily flat-rate data roaming plan that offers flexibility for customers roaming across the 11 Bridge Alliance member operator networks namely in Australia, Hong Kong, India, Indonesia, Korea, Macau, Malaysia, Philippines, Singapore, Taiwan and Thailand.
Airtel post-paid mobile customers can activate this plan via SMS or by contacting their customer care executive before their overseas trip in Asia Pacific.

The Canadian government is outraged, promising to support the company in its efforts to restore its operations.

Last week, this scenario became reality, though the product was not asbestos and the Canadian government has yet to respond. The case involves Bodog.com, a Canadian-owned online sports gaming site and the country doing the seizing was the United States. Supporting online gaming operations will undoubtedly make governments somewhat squeamish, but the broader implications of last week’s seizure touch on millions of websites and Internet companies who now find themselves subject to U.S. jurisdiction.

Bodog.com and its owner, Canadian Calvin Ayre, was one of the world’s largest sports gambling operations, employing hundreds of people in Canada and Costa Rica. Last November, its free gaming site, Bodog.net, signed a three-year sponsorship deal with the Canadian Football League.

The U.S. has been particularly aggressive about trying to shut down online gambling operations (Las Vegas and Atlantic City are apparently less of a problem), though typically those operations have some U.S. connection. In the Bodog.com case, U.S. officials targetted a site with limited connections to the country as the site had licensed out the bodog.com domain name in 2006 and stopped accepting U.S. bettors late last year.

The legal issues surrounding its operations will be played out in court, but the manner in which the bodog.com name was seized could have a lasting impact on Internet governance.

The domain name was registered in Canada with Vancouver-based DomainClip. In past years, registering a domain name with a non-U.S. registrar and avoiding U.S. servers was viewed as sufficient to fall outside U.S. jurisdiction.

In the Bodog.com case, State of Maryland prosecutors were able to obtain a warrant ordering Verisign, the company that ultimately manages all the dot-com domain names in the world, to redirect the website to a warning page advising that it has been seized by the U.S. Department of Homeland Security.

The message from the case is clear: all dot-com, dot-net, and dot-org domain names are subject to U.S. jurisdiction regardless of where they operate or where they were registered. This grants the U.S. a form of “super-jurisdiction” over Internet activities since most other countries are limited to jurisdiction with a real and substantial connection.

The aggressive assertion of Internet jurisdiction was one of the key concerns with the Stop Online Piracy Act (SOPA), thefollowing a massive online protest in January. It simply defined any domain name with a registrar or registry in the U.S. as domestic for U.S. law purposes. The bodog.com case suggests that the provision was not changing the law as much as restating it, since U.S. prosecutors and courts follow much the same approach.

In an era when governments are becoming increasingly active in regulating online activities, the Bodog.com case provides a warning that by using popular dot-com domain names, companies and registrants are effectively opting-in to U.S. law and courts as part of the package.

ਮਿਲਾਨ (ਇਟਲੀ), 11 ਮਾਰਚ - ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਲੰਗੇਰੀ ਦੀ ਗੁਰਮੀਤ ਕੌਰ (28) ਪੁੱਤਰੀ ਸ: ਜੋਗਾ ਸਿੰਘ ਜਿਹੜੀ ਕਿ ਇਟਲੀ ਵਿਚ ਜ਼ਿੰਦਗੀ ਦਾ ਸੰਤਾਪ ਭੋਗ ਰਹੀ ਹੈ, ਨੇ ਦੱਸਿਆ ਕਿ ਉਸ ਦਾ ਵਿਆਹ 4 ਫਰਵਰੀ 2007 ਨੂੰ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਪੁੱਤਰ ਨਿਰਮਲ ਸਿੰਘ ਵਾਸੀ ਅਰਜਨ ਮਾਂਗਾ ਤਹਿਸੀਲ ਬਾਬਾ ਬਕਾਲਾ (ਅੰਮ੍ਰਿਤਸਰ) ਨਾਲ ਹੋਇਆ। ਉਸ ਦੀ ਮਾਤਾ ਨੇ ਆਪਣੀ ਹੈਸੀਅਤ ਤੋਂ ਵੱਧ ਉਸ ਦੇ ਸਹੁਰੇ ਪਰਿਵਾਰ ਦੀ ਇੱਛਾ ਅਨੁਸਾਰ ਦਹੇਜ ਦਿੱਤਾ, ਪਰ ਸਹੁਰੇ ਪਰਿਵਾਰ ਦਾ ਢਿੱਡ ਨਹੀਂ ਭਰਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਮੰਗਾਂ ਕਦੇ ਨਾ ਮੁੱਕੀਆਂ। ਪਤੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ, ਸਹੁਰਾ ਨਿਰਮਲ ਸਿੰਘ, ਸੱਸ ਸਰਬਜੀਤ ਕੌਰ, ਨਨਾਣ ਜੋਤੀ ਤੇ ਦਿਓਰ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਉਸ ਨੂੰ ਦਹੇਜ ਲਿਆਉਣ ਲਈ ਅਕਸਰ ਤੰਗ-ਪ੍ਰੇਸ਼ਾਨ ਕਰਦੇ ਰਹਿੰਦੇ। ਵਿਆਹ ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਦੱਸਿਆ ਸੀ ਕਿ ਉਸ ਦਾ ਪਤੀ 12000 ਰੁ: ਮਹੀਨਾ ਕਮਾਉਂਦਾ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ 12 ਖੇਤ ਹਨ। ਪਰ ਉਸ ਦਾ ਪਤੀ ਸਿਰਫ 6000 ਰੁ: ਮਹੀਨਾ ਕਮਾਉਂਦਾ ਸੀ ਤੇ ਉਨ੍ਹਾਂ ਕੋਲ 1 ਖੇਤ ਵੀ ਜ਼ਮੀਨ ਨਹੀਂ। ਵਿਆਹ ਵੇਲੇ ਜਿਹੜੇ ਗਹਿਣੇ ਗੁਰਮੀਤ ਕੌਰ ਨੂੰ ਉਸ ਦੇ ਸਹੁਰੇ ਪਰਿਵਾਰ ਨੇ ਪਾਏ ਉਹ ਉਸ ਦੀ ਸੱਸ ਸਰਬਜੀਤ ਕੌਰ ਨੇ ਡਰਾ-ਧਮਕਾ ਕੇ ਲੈ ਲਏ। ਗੁਰਮੀਤ ਕੌਰ ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਦਾ ਪਤੀ ਨਸ਼ੇ-ਪੱਤੇ ਆਮ ਖਾਂਦਾ ਸੀ, ਜਿਸ ਬਾਰੇ ਉਹ ਆਪਣੇ ਸੱਸ-ਸਹੁਰੇ ਨੂੰ ਹਮੇਸ਼ਾ ਆਖਦੀ ਰਹਿੰਦੀ ਪਰ ਉਸ ਦੀ ਕੋਈ ਨਾ ਸੁਣਦਾ। ਨਸ਼ਿਆਂ ਤੋਂ ਨਿਜਾਤ ਦੁਆਉਣ ਲਈ ਉਸ ਨੇ ਆਪਣੇ ਰਿਸ਼ਤੇਦਾਰਾਂ ਦੀ ਮਿੰਨਤ ਕਰਕੇ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੂੰ ਹਾਂਗਕਾਂਗ ਕੰਮ-ਕਾਰ ਲਈ ਭੇਜਿਆ। ਫਿਰ ਬਾਅਦ ਵਿਚ ਆਪਣੇ ਭਰਾ ਜਿਹੜਾ ਇਟਲੀ ਰਹਿੰਦਾ ਗੁਰਦੇਵ ਸਿੰਘ ਨੂੰ ਇਟਲੀ ਮੰਗਵਾਉਣ ਲਈ ਕਿਹਾ। ਉਸ ਦੇ ਭਰਾ ਨੇ ਸਾਰਾ ਖਰਚ ਆਪਣੇ ਕੋਲੋਂ ਕਰਕੇ ਪਹਿਲਾਂ ਗੁਰਮੀਤ ਕੌਰ ਅਤੇ ਫਿਰ ਉਸ ਦੇ ਪਤੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੂੰ ਇਟਲੀ ਬੁਲਾ ਲਿਆ। ਇਸ ਦੌਰਾਨ ਹੀ ਗੁਰਮੀਤ ਕੌਰ ਦੇ ਪਤੀ ਨੂੰ ਉਸ ਦੇ ਪੇਕੇ ਪਰਿਵਾਰ ਨੇ ਮਲੇਸ਼ੀਆ, ਸਿੰਘਾਪੁਰ ਤੇ ਕਈ ਹੋਰ ਦੇਸ਼ਾਂ ਵਿਚ ਵੀ ਆਪਣੇ ਖਰਚੇ ਨਾਲ ਘੁੰਮਾਇਆ। ਇਟਲੀ ਆ ਕੇ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਤੇ ਗੁਰਮੀਤ ਕੌਰ ਕੁਝ ਸਮਾਂ ਹੀ ਇਕੱਠੇ ਰਹੇ। ਜਦੋਂ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੂੰ ਇਟਲੀ ਦੇ ਪੱਕੇ ਪੇਪਰ ਮਿਲ ਗਏ ਉਹ ਆਪਣੀ ਘਰ ਵਾਲੀ ਨੂੰ ਧੱਕੇ ਖਾਣ ਲਈ ਛੱਡ ਦੌੜ ਗਿਆ। ਇਸ ਧੱਕੇਸ਼ਾਹੀ ਵਿਰੁੱਧ ਗੁਰਮੀਤ ਕੌਰ ਨੇ ਸੰਨ 2011 ਵਿਚ ਐਨ. ਆਰ. ਆਈ. ਸਭਾ ਦੇ ਇਟਲੀ ਪ੍ਰਧਾਨ ਕੋਲ ਸਹਾਇਤਾ ਲਈ ਬੇਨਤੀ ਕੀਤੀ, ਪਰ ਮਸਲਾ ਹੱਲ ਨਾ ਹੋਇਆ। ਪੰਜਾਬ ਪਹੁੰਚ ਕੇ ਹੀ ਗੁਰਮੀਤ ਕੌਰ ਨੂੰ ਪਤਾ ਲੱਗਾ ਕਿ ਉਸ ਦੇ ਪਤੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੇ ਸਤਿੰਦਰ ਕੌਰ ਪੁੱਤਰੀ ਕਸ਼ਮੀਰ ਸਿੰਘ ਵਾਸੀ ਲੱਲਾ ਅਫ਼ਗਾਨਾ ਤਹਿਸੀਲ ਅਜਨਾਲਾ ਜ਼ਿਲ੍ਹਾ ਅੰਮ੍ਰਿਤਸਰ ਨਾਲ ਦੂਜਾ ਵਿਆਹ ਕਰਵਾ ਲਿਆ ਹੈ। ਗੁਰਮੀਤ ਕੌਰ ਨੇ ਆਪਣੇ ਨਾਲ ਹੋਈ ਬੇਇਨਸਾਫੀ ਸਬੰਧੀ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਪੁਲਿਸ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਲਿਖਤੀ ਸ਼ਿਕਾਇਤ ਕੀਤੀ, ਜਿੱਥੇ ਕਾਫੀ ਜਦੋ-ਜਹਿਦ ਉਪਰੰਤ ਆਖਿਰ ਪੁਲਿਸ ਨੇ ਜਾਂਚ ਪੜਤਾਲ ਵਿਚ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਨੂੰ ਦੋਸ਼ੀ ਪਾਇਆ ਅਤੇ ਐਫ. ਆਈ. ਆਰ. ਦਰਜ ਕਰਕੇ ਅਗਲੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ
