NRI Sabha International, Canada demands international flights from the Chandigarh Airport

Edmonton| February 29, 2016

NRI Sabha International, Canada convened a urgent meeting demanding that international flights from the Chandigarh Airport be started immediately.

B.S.Ghuman, President of the Sabha said that during the recent Jat agitation in Haryana, the fares of flights from the city to Delhi and other parts of the country were skyrocketing. The vehicular and rail traffic in the city was disrupted for several days after the agitators blocked the roads on the national highway connecting the city to New Delhi. It resulted in fares soaring up to more than Rs 30,000 for flights from Chandigarh to Delhi alone. The passengers traveling aboard had to spend huge amounts of money to reach the Delhi airport. Many of them even missed their onward flights. Those people had to spend lakhs of rupees after the highway was closed during the recent agitation. “It would have provided relief to the passengers if the international flights were available at Chandigarh Airport.”

He urged the Centre Government as well as Govt. of Punjab and Haryana that, now, it is the high time to ponder upon that international flight be started immediately from the Chandigarh Airport. Flight operations from the new terminal had begun on October 19 last year, after it was inaugurated by Prime Minister Narendra Modi in September 2015. Even though the airport has the international tag, no international flight has taken off from the airport so far. “It is surprising that the Prime Minister inaugurated the airport, but the city has yet to see international flights operating from here”, Singh said.

We would move to Punjab and Haryana High Court to file a writ petition to ask concerned authorities to look into this matter, Singh added.

ਕਰੋਡ਼ ਰੁਪਏ ) ਦੀ ਬਲਡ ਮਨੀ ਦੇ ਚੁੱਕੇ ਹਨ|। ਬਲਡ ਮਨੀ  ਸ਼ਬਦ ਦਾ ਮਤਲੱਬ ਹੈ

ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ । ਓਬੇਰਾਏ ਦੇ ਕੋਲ ਇੱਕ ਲੰਮੀ ਕਾਂਟੇਕਟ ਲਿਸਟ ਹੈ । ਇਸਦੀ ਮਦਦ ਨਾਲ ਉਹ

EDMONTON:  B.S.Ghuman NRI Sabha International Canada chief expressed profund grief and sorrow over the news of Panama boat sinking.

Though the boat capsized on January 10, the information reached family members of two of the victims after 3-4 days.

Families claimed that the men had paid Rs. 10-25 lakh each to travel agents to seek immigration to the US.

Kapurthala Police has registered a case under Sections 420 (cheating) and 406 (punishment for criminal breach of trust) of the Indian Penal Code (IPC) and various sections of the Immigration Act against the travel agents.

Canada-based NRI shot dead at Moga village, police inspector among 11 booked

Moga - A Canada-based Punjabi non-resident Indian (NRI) was gunned down over a land dispute at Kaliye Wala village, 20 km from the district headquarters, late on last Tuesday evening.

Police said 11 persons, including Bhola Singh, a police inspector posted at the Chandigarh crime branch, had been booked. No arrest has been made so far.

The deceased identified as Harinder Singh Sran, 46, was a Canadian citizen living in Winnipeg province for the last 25 years. Harinder had a discord with his sister-in-law (brother’s wife) Baljinder Kaur for possession of the land owned by him.

The villagers said Harinder had come to India on April 2 to harvest the wheat crop, which he had got sown in his land with the help of his relatives. “As the wheat crop was ready to be harvested, he had sought police protection in anticipation of an attack from his detractors," they said.

Jatinder Singh Khaira, senior superintendent of police (SSP) said, “After receiving the complaint from Harinder, we sent some police personnel at Kaliye Wala village. They visited the NRI’s land immediately, but did not find anything suspicious there.”

Meanwhile, Guljinder Pal Singh, station house officer, Moga sadar police station, said, “When Harinder Singh Sran was getting the wheat crop harvested, his sister-in-law reached the spot along with two accomplices, including Kuldeep Singh alias Keepa and Kulveer Singh. After a verbal dual, the trio opened fire at the NRI, who died on the spot after being hit by a bullet on his forehead. A labourer, Salim, of Daudhar Sharki village was also injured in the sudden attack.”

The senior police officials rushed to spot following the incident and a murder case was registered against various persons.

According to the villagers, Baljinder Kaur had managed to change the mutation of the land on her name by forging the documents in connivance with revenue officials and placing someone else in place of Harinder Singh.

Harinder had lodged a complaint against the accused with the NRI police station, Moga and the police had completed the inquiry with the findings that the land belonged to Harinder Singh.

A case has been registered against Kulveer Singh, Kuldeep Singh, Baljinder Kaur, all residents of Kaliye Wala, Bhola Singh, Rajinder Singh, Chet Singh, residents of Behrampur in Ropar district and five unidentified people under sections 302, 148, 149, 120-B of IPC and 25-27-54-59 of Arms Act at Moga sadar police station.

SSP Khaira said, “Further investigation is underway. We will inquire the entire matter and if police personnel are found guilty, action will be taken accordingly.” He added that the police party had been raiding houses of the accused for the arrest.

ਵਾਸ਼ਿੰਗਟਨ, 24 ਫਰਵਰੀ - ਅਮਰੀਕਾ ਨੇ ਅੱਜ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ ਉਹ 26 ਮਈ ਤੋਂ ਐਚ-1 ਬੀ ਵੀਜਾ ਧਾਰਕ ਜੋੜਿਆਂ ਨੂੰ ਵਰਕ ਪਰਮਿਟ ਦੇਵੇਗਾ। ਇਸ ਫੈਸਲੇ ਨਾਲ ਅਮਰੀਕਾ ਗਏ ਹਜਾਰਾਂ ਉਨ੍ਹਾਂ ਭਾਰਤੀ ਹੁਨਰਮੰਦ ਕਾਮਿਆਂ ਦੇ ਪਤੀ/ਪਤਨੀ ਨੂੰ ਫਾਇਦਾ ਹੋਵੇਗਾ ਜਿਨ੍ਹਾਂ ਨੂੰ ਹਾਲੇ ਉਥੇ ਕੰਮ ਕਰਨ ਦੀ ਇਜ਼ਾਜਤ ਨਹੀਂ ਮਿਲੀ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਮੌਜੂਦਾ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਐਚ-1 ਬੀ ਵੀਜ਼ਾ ਧਾਰਕਾਂ ਦੇ ਪਤੀ/ਪਤਨੀ ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ ਵੱਡੀ ਗਿਣਤੀ ਵਿਚ ਭਾਰਤੀ ਵੀ ਹਨ ਨੂੰ ਕੰਮ ਕਰਨ ਦੀ ਇਜ਼ਾਜਤ ਨਹੀਂ ਹੈ। ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਅਮਰੀਕਾ ਦੀ ਸਿਟੀਜ਼ਨਸ਼ਿਪ ਅਤੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਸਰਵਿਸ (ਯੂ. ਐਸ. ਸੀ. ਆਈ. ਐਸ.) ਐਚ-1 ਬੀ (ਸਪਾਊਸ) ਲਈ 26 ਮਈ 2015 ਤੋਂ ਵਰਕ ਪਰਮਿਟ ਲਈ ਅਰਜੀਆਂ ਲੈਣੀਆਂ ਸ਼ੁਰੂ ਕਰੇਗੀ। ਯੂ. ਐਸ. ਸੀ. ਆਈ. ਐਸ. ਵੱਲੋਂ 'ਫਾਰਮ ਆਈ-765 ਅਤੇ ਐਚ-4 ਨੂੰ ਪ੍ਰਵਾਨ ਕਰਨ ਤੋਂ ਬਾਅਦ ਬਿਨੈਕਾਰ ਸਪਾਊਸ ਨੂੰ ਵਰਕ ਪਰਮਿਟ ਕਾਰਡ ਦਿੱਤਾ ਜਾਵੇਗਾ, ਜਿਸ ਪਿਛੋਂ ਉਹ ਅਮਰੀਕਾ ਵਿਚ ਕੰਮ ਕਰ ਸਕੇਗਾ। ਭਾਤਰੀ ਮੂਲ ਦੀ ਅਮਰੀਕੀਆਂ ਨੇ ਅਮਰੀਕੀ ਸਰਕਾਰ ਦੇ ਇਸ ਫੈਸਲੇ ਦਾ ਸਵਾਗਤ ਕੀਤਾ ਹੈ।

Starting February 21, 2015, employers hiring foreign nationals who are exempt from the Labour Market Impact Assessment (LMIA) process will be required to submit information about their business or organization, the Offer of Employment form, and pay a fee to Citizenship and Immigration Canada.

As of that date, a foreign national who is exempt from the LMIA process will not be able to get an employer-specific work permit if their employer has not submitted the required information and paid the fee before the work permit application is submitted.

The employer compliance fee has been set at $230 and must be paid online. The fees collected will offset the cost of introducing robust employer compliance activities featuring inspections of thousands of employers.

When an inspection finds that an employer is non-compliant, the employer could face an administrative monetary penalty, a ban from hiring foreign workers and, in serious cases, a criminal investigation and prosecution. The adoption of this system will mean that all employers, whether they are hiring LMIA-exempt foreign nationals or temporary foreign workers through the LMIA process that has determined that there are no Canadians available for the job, will face the same level of scrutiny in their hiring and treatment of foreign workers.

The employer compliance fee does not apply to employers hiring foreign nationals who have open work permits. Open work permits allow the holder to work for any Canadian employer.

New fee for open work permit applicants

A fee of $100 will be collected, also starting February 21, 2015, from open work permit applicants. This fee will be paid at the same time as the work permit processing fee and can be paid online. The fees collected will offset the cost of new initiatives to improve data collection on the role of open work permit holders in the Canadian labour market, as well as increased promotional activities to encourage open work permit holders to apply for permanent residence.

International Mobility Program streams that feature open work permits rather than employer-specific work permits include the working holiday portion of International Experience Canada, the Post-Graduation Work Permit Program, spouses/common-law partners of highly-skilled foreign workers and international students, and certain foreign nationals who are already in Canada waiting for the finalization of their applications for permanent residence.

6,000 workers from Telangana in Gulf jails

Hyderabad: The plight of migrant workers in jail in the Gulf came into focus during a meeting organised on the occasion of International Migrants Day on Thursday.

The speakers said that 600,000 migrant labourers from Telangana, most of them from the districts of Nizamabad and Karimnagar worked in the Gulf and some 6,000 are in jail on different charges, some of them have been there for more than one and a half decades.

The most heart-rending was the story of Muthyam who had gone to Dubai as a daily wage labourer and has now been in jail for the past 15 years. Muthyam’s brother Lingam told the meeting that his mother was hoping to see him at least once more before she died. “We have not seen him ever since he went to Dubai”, he said.

Rajeshwar Rao from Nizamabad told the meeting about the plight of his son Rajnikant who had gone to the Gulf three years ago and is now languishing in jail. His only fault, according to his father was to ask his family to send some painkillers for him.

“The first time we sent the medicine there was no problem. But the second time he asked for the medicine for his friend, the authorities seized it and arrested my son. Had we known that it was illegal to use this medicine there we would have never have sent it.”

Rajeshwara Rao’s family relied on the money Rajnikant was sending. “Now me, my daughter-in-law and three-year-old grandson are on the verge of starvation and are desperately trying to get my innocent son released.”

Rajnikant worked as a driver before he decided to go to the Gulf to work there in the hope of improving his family’s lot.

The meeting was organised by the Migrants Rights Council and the Palamuru Migrant Labour Union to highlight the sufferings of workers in other countries.

V Anuradha Reddy, a human rights lawyer working for workers in Dubai, said the responsibility for the situation also lies with Indian officials who do not educate illiterate and semi-literate workers about the rules in other countries, especially in terms of banned items.

“Recently an Indian was arrested for carrying poppy seeds which are banned there”, she said. The poppy seed is a part of food preparation in India.

Former MP and vice-president of Building and Wood Workers International, Ramchander Kunthia, said that not only the plight of Indian workers abroad needed attention but also migrants in India needed safeguards. The Inter State Migrant Labour Act should be amended, he said.

Ease norms for MBBS seats, demand NRIs

Edmonton - After denied admission in the MBBS course in Punjab, many NRI students have approached the Medical Education and Research Department, seeking abolition of new rules under the All-India Pre-Medical Entrance Test (AIPMET) on July 6.
Earlier, all NRI quota seats in medical colleges of Punjab were filled on the basis of marks obtained by the candidates in exams equivalent to Class XII of the PSEB or CBSE. Under the new rules, it is mandatory for every candidate to appear in the AIPMET and get a minimum 50 per cent marks to be eligible for MBBS and BDS courses.
The seven state medical colleges have 72 NRI quota seats, but the Baba Farid University of Health Sciences (BFUHS) could find only two eligible candidates.
A number of other applications were rejected as the candidates had scored less than 50 per cent marks in AIPMET. Several others did not even appear in the AIPMET.
In their representation to Minister, Medical Education and Research Department, Punjab, the NRI students said they had passed their qualifying examination (equivalent to Class XII) from the US, Australia, Canada, New Zealand and other countries. They maintained that they had different curriculum than the one taught in India, so they had no exposure to the Indian examination system.
Dyal Sharma, father of Akanksha Sharma, an NRI student, said: "Since the academic period in India and in several foreign countries is different, it is not practical for NRI students to travel to India and appear in the AIPMET."

NRI Sabha, Canada urged Punjab Govt. that these conditions must be relaxed else all NRI seats will remain vacant in the state, the students said in their representation.

Charges against US Sikh dropped

New York - A US court here has dismissed criminal charges against a Sikh for carrying a kirpan to a city airport. The New York City Port Authority Police Department had in May issued criminal summons to Maninder Singh for carrying two kirpans through security checkpoint at the John F Kennedy International airport here.

The summons had charged Singh with violating city federal rules, which prohibit carrying of knives with blade lengths of four inches or more. Singh had faced a USD 300 fine as well as imprisonment of up to 15 days.
The Queens Criminal Court dismissed the criminal summons after rights group Sikh Coalition’s staff attorney Gurjot Kaur represented Singh during a hearing where Kaur explained the religious significance of Singh’s kirpans and the peaceful nature of his religious practice, the Sikh Coalition said in a statement.
Kaur also argued that the law in question provided many secular and recreational exemptions, including exemptions for individuals who carry knives for fishing, hunting and camping purposes and for members of the Girl Scouts or Boy Scouts. She said the law should provide an exemption to Sikhs who carry kirpans as part of their First Amendment right to freely exercise their religion.

She cited a similar case in 1987 where the court had dismissed all criminal kirpan charges against the Sikh defendant.

USA-based NRI alleges police inaction in cheating case, to approach higher authorities

Mohali, April 1 - A USA-based Non-Resident Indian (NRI) has questioned tall claims of the Punjab Police in disposing of complaints lodged by NRIs.

Following the alleged inaction by the Mohali Police, the complainant, Tarun Sachdeva, a victim of cheating by alleged influential builders, has now decided to approach the country’s Prime Minister/Home Minister.

In his mail to top police officials and to an MP from Bathinda, Harsimrat Badal, Sachdeva alleged that even after four months of registering an FIR against the directors of Sukhm Infrastructure, Mohali, the police have failed to nab the accused.

The victim claimed that since the accused were very rich and influential, the police were not taking action against them, despite his consistent follow ups and personal visit to India in December last year.

Mohali Senior Superintendent of Police Gursharan Singh Sandhu said, “All related documents are being checked. Certain cases take time and this is one of those, but we ensure thorough fairness in the investigations. We have already registered a case against the accused. Further action will be initiated soon,” said SSP Sandhu.

Notably, the Mohali Police have booked three directors and a general manager of the company, having a mega project-Yellow Stone Infocity at Sector 66 A, for cheating, breach of trust and criminal conspiracy at the Sohana Police Station on November 13, 2013.

The accused have been identified as Mohinder Aggarwal, Tajinder Singh and V Rastogi, all directors of the company, and Aprajit Sachdev, the company’s general manager.

In his complaint, Sachdeva alleged that he had purchased a plot in the company’s Yellow Stone project for Rs 26.40 lakh and had paid Rs 7.26 lakh as advance. He said four years have passed and the company is yet to give him the allotment letter of his plot. The company has not even returned my money, said Sachdeva, adding that since an FIR has been registered, the accused are threatening him with dire consequences.

ਨਵੀਂ ਦਿੱਲੀ, 1 ਨਵੰਬਰ - ਪੰਜਾਬੀ ਮੂਲ ਦੀ ਸਾਬਕਾ ਕੈਨੇਡੀਅਨ ਸੰਸਦ ਮੈਂਬਰ ਰੂਬੀ ਢਾਲਾ ਨੇ ਪੰਜਾਬ 'ਚ ਧੋਖੇ ਨਾਲ ਕਰਵਾਏ ਗਏ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੋਈਆਂ ਲੜਕੀਆਂ ਦੀ ਮਦਦ ਲਈ ਇਕ ਮੁਹਿੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ ਹੈ। ਇਸ ਮੁਹਿੰਮ ਨੂੰ ਇਕ ਸੰਸਥਾ 'ਡਰੀਮਜ਼ ਆਫ ਯੂ' ਵਲੋਂ ਚਲਾਇਆ ਜਾਵੇਗਾ, ਜਿਸ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਅਜਿਹੇ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੋਈਆਂ ਲੜਕੀਆਂ ਦੀ ਮਦਦ ਕਰਨਾ ਅਤੇ ਔਰਤਾਂ ਨੂੰ ਇਸ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨਾ ਹੋਵੇਗਾ। ਢਾਲਾ, ਜੋ ਕਿ ਕੈਨੇਡਾ 'ਚ ਪਹਿਲੀ ਸਿੱਖ ਮੂਲ ਦੀ ਸੰਸਦ ਮੈਂਬਰ ਸੀ, ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਨੂੰ ਆਪਣੇ ਭਾਰਤੀ ਦੌਰੇ ਦੌਰਾਨ ਇਸ ਤਰਾਂ ਦੀਆਂ ਕਈ ਔਰਤਾਂ ਮਿਲੀਆਂ, ਜੋ ਇਸ ਤਰਾਂ ਦੇ ਝੂਠੇ ਵਿਆਹਾਂ ਦਾ ਸ਼ਿਕਾਰ ਬਣੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਦੋਂ ਮੈ 2009 'ਚ ਪੰਜਾਬ ਆਈ ਤਾਂ ਮੈ ਇਸ ਤਰਾਂ ਦੀਆਂ ਔਰਤਾਂ ਨੂੰ ਮਿਲਣ ਲਈ ਇਕ ਸਮਾਗਮ ਕਰਵਾਉਣ ਨੂੰ ਕਿਹਾ, ਅਤੇ ਮੈ ਸੋਚਿਆ ਕਿ ਸਿਰਫ 15 ਜਾ 20 ਔਰਤਾਂ ਹੀ ਸਮਾਗਮ 'ਚ ਆਉਣਗੀਆਂ, ਪ੍ਰੰਤੂ ਮੈ ਇਹ ਵੇਖ ਕੇ ਹੈਰਾਨ ਰਹਿ ਗਈ ਕਿ ਹਾਲ 'ਚ ਵੀ ਹਜ਼ਾਰਾਂ ਦੀ ਗਿਣਤੀ 'ਚ ਔਰਤਾਂ ਬੈਠੀਆਂ ਸਨ ਅਤੇ ਸੈਂਕੜੇ ਔਰਤਾਂ ਦੀ ਬਾਹਰ ਲਾਈਨ ਲੱਗੀ ਹੋਈ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਸ ਦਿਨ ਤੋਂ ਹੀ ਮੈ ਇਹ ਫੈਸਲਾ ਕੀਤਾ ਸੀ ਕਿ ਮੈ ਇਨ੍ਹਾਂ ਔਰਤਾਂ ਦੀ ਮਦਦ ਕਰਾਂਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਕਤ ਔਰਤਾਂ ਦਾ ਜੀਵਨ ਜੀਊਣਾ ਬਹੁਤ ਔਖਾ ਹੈ, ਨਾ ਉਹ ਇਧਰ ਦੀਆਂ ਰਹਿੰਦੀਆਂ ਹਨ ਤੇ ਨਾ ਉਹ ਉਧਰ ਦੀਆਂ, ਅਤੇ ਅਜਿਹੀਆਂ ਔਰਤਾਂ ਲਈ ਆਪਣੇ ਸਹੁਰਿਆਂ ਅਤੇ ਮਾਪਿਆਂ ਦੇ ਨਾਲ ਰਹਿਣਾ ਔਖਾ ਹੁੰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸੰਸਥਾ ਵਲੋਂ ਵਿਆਹ ਦੇ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਲਈ ਜਾਗਰੂਕਤਾ ਫੈਲਾਉਣਾ, ਐਨ. ਆਰ. ਆਈ. ਵਿੰਗ ਦੀ ਸਥਾਪਨਾ ਅਤੇ ਅਜਿਹੇ ਮਾਮਲੇ 'ਚ ਫਸੀਆਂ ਔਰਤਾਂ ਨੂੰ ਹਰ ਤਰਾਂ ਦੀ ਕਾਨੂੰਨੀ ਮਦਦ ਮੁਹੱਈਆ ਕਰਵਾਈ ਜਾਵੇਗੀ। ਢਾਲਾ ਨੇ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਇਸ ਮੁਹਿੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਪੰਜਾਬ 'ਚ ਪਹਿਲਾਂ ਹੋ ਚੁੱਕੀ ਹੈ, ਪ੍ਰੰਤੂ ਉਹ ਇਸ ਮੁਹਿੰਮ ਨੂੰ ਸਾਰੇ ਭਾਰਤ 'ਚ ਲੈ ਕੇ ਜਾਣਾ ਚਾਹੁੰਦੀ ਹੈ। ਇਸ ਮੌਕੇ ਗਾਇਕ ਹਨੀ ਸਿੰਘ ਨੇ ਵੀ ਸ਼ਿਰਕਤ ਕੀਤੀ।
